The leaders of the People's Committees of wards, communes and special zones shall, based on the operational plan, revenue and expenditure estimates and proposed revenue levels of each educational institution, consider service revenues, educational support revenues and other revenues other than tuition fees.

Agree on a collection level framework appropriate to the actual situation of each locality and the practice of each educational institution before implementation.

The People's Committees of wards, communes and special zones need to strengthen the inspection and supervision of the revenue and expenditure situation at the beginning of the school year at the educational institutions under their management in order to promptly rectify the situation of collecting revenues that are not in accordance with regulations. They are responsible for explaining to society the activities of educational institutions under their management, including the management of revenues in the area in accordance with regulations.
