
Ho Chi Minh City People's Committee has just issued Plan No. 131/KH-UBND on implementing the national action program on developing and converting to using cloud computing platforms (CCP) in the period 2025 - 2030.
The City People's Committee has identified the cloud computing platform as a strategic and prerequisite platform that must be prioritized and used in the digital transformation revolution and the development of artificial intelligence. At the same time, it must be associated with ensuring information security, network security, and data protection.
Ho Chi Minh City has set a goal that by 2030, basically 100% of state agencies will prioritize the deployment of new information systems and information technology (IT) services on the city's own cloud computing platform (if qualified); classify and convert at least 70% of the city's existing information systems and IT services (in order of priority if qualified) to the cloud computing environment.
Ho Chi Minh City also set a target that by 2030, 100% of state agencies, units, and state-owned enterprises will use cloud computing services provided by domestic enterprises.
To achieve the above objectives, the Department of Science and Technology will regularly coordinate with the Center for Innovation and Application of Cloud Computing Technology to deploy national databases (ND) on the ND infrastructure of the ND Center; coordinate with national multi-purpose data centers and regional multi-purpose data centers using the ND platform according to Decision No. 36/QD-TTg dated January 11, 2024 of the Prime Minister.

The City Digital Transformation Center is assigned to develop a cloud computing application data center to serve digital transformation, smart cities, and digital government and digital enterprise operations in the city; restructure IT infrastructure, convert shared information systems of the city to a cloud computing infrastructure environment; and develop, deploy, manage and operate shared applications and services on a cloud computing environment to serve state agencies and the whole society...
The Ho Chi Minh City People's Committee also assigned the City Police to take on the task of ensuring information security and network security in the cloud computing environment. Specifically: Checking and evaluating the level of meeting information security and network security requirements of cloud computing solutions to connect with the cloud computing platform of the National Tourism Center; proactively responding to challenges from cyberspace according to assigned functions and tasks.
Ho Chi Minh City People's Committee encourages, supports, promotes, and coordinates digital enterprises, telecommunications enterprises, and leading enterprises in essential and key sectors of the economy (industry, healthcare, education, logistics, import-export, finance, agriculture, environment, etc.) to gradually convert information systems to the cloud computing environment; strongly apply cloud computing solutions to optimize production costs, improve processes, enhance competitiveness, and create a ripple effect across society.
In addition, Ho Chi Minh City also encourages and supports domestic and foreign enterprises to invest in building data centers that provide cloud computing services that meet international standards, green standards, safety and sustainability.
