For a long time, the situation of extra teaching and learning has been widespread and increasingly negative, difficult to control. The school environment has been distorted, affecting the noble humanistic nature of education . Circular 29/2024 of the Ministry of Education and Training (MOET) tightens extra teaching and learning like a breath of fresh air, with the hope of regaining a healthy learning environment.
The new, positive point of Circular 29 is that extra teaching and learning will no longer be widespread. The subjects allowed to take extra classes are narrowed down to only 3 groups: Tutoring for students who do not meet the standards of the main curriculum; nurturing excellent students; students who voluntarily participate in final exam review; extra teaching and learning will limit negativity: Organizing extra teaching and learning without collecting money from students is an important regulation, making the teacher-student relationship become clearer and friendlier. Money is a condition that easily changes schools into "marketplaces", when the relationship between teachers and students becomes "buyers and sellers". As a result, society will look at schools from a different angle, the angle of the negatives and downsides of extra teaching and learning.
Good and talented teachers who are admired by parents and students are still allowed to teach at tutoring and learning establishments, where the principle of "willing buyer, willing seller" is applied. Regular teaching is organized and dedicated right at school, while extra teaching is teaching outside of the regular curriculum, which will be practiced by the teacher, in order to increase his/her income, at tutoring and learning establishments. Clearly, Circular 29 does not prohibit extra teaching and learning, only prohibits improper tutoring activities. That is, Circular 29 still creates conditions for teachers and learners, and in it, it has clearer and fairer regulations for each teacher, each student and for all schools when implementing extra teaching and learning.
However, there are still concerns when implementing Circular 29. This is a legal regulation of "changing the old for the new", so many people are not familiar with it, so some people disagree and some people oppose it, that is normal. We need to be calm, listen and adjust in time so that the Circular can soon be integrated and friendly in daily school life.
It can be said that in recent years, the "heat" of extra teaching and learning has caused public discontent. Extra teaching and learning are legitimate aspirations of teachers and students, but extra teaching and learning must support formal teaching, that is, improve the quality of teaching and learning to develop students' abilities, not in the old way of enhancing book knowledge for students. Teachers' ethics do not allow teachers to force students to take extra classes, in many subtle ways, to increase their own income. This leads to teachers earning higher monthly extra teaching income than the salary paid by the state. In particular, there are schools that offer extra teaching and learning simultaneously, and the school's Board of Directors organizes it in an orderly manner, no different from teaching according to the formal curriculum. The transformation and reliance on agreements with parents to rationalize the collection of students' fees, the annual fees collected are certainly not small.
The requirement now is to implement Circular 29 in a synchronous manner, avoiding making it difficult for educational institutions. First of all, it is necessary to explain thoroughly and clearly to the school community, to students and their parents: Teachers and students have the right to register to teach and learn at facilities outside the school. The content of extra teaching and learning has been approved by the competent educational authority.
Many experts share the same opinion that it is necessary to change the examination system, redefine the purpose of the excellent student examination and transform the specialized school system, which will limit extra teaching and learning, and gradually lead to the disappearance of extra teaching and learning. Countries with developed education systems determine that extra teaching and learning are not aimed at enhancing specialized academic knowledge; if there is extra teaching, it is only for free tutoring for students who have not met the minimum requirements of the main curriculum.
