The contest is carried out on the voluntary basis of teachers and students.

The contest is carried out on the voluntary basis of teachers and students.
For students, the Hanoi Department of Education and Training requests that each district, town and city education and training department select one best entry from a junior high school student; each cluster of high schools and clusters of vocational education and continuing education centers select two best entries from students.
For teachers, each district, town and city education and training department selects 1 best entry from a junior high school teacher; each high school cluster and vocational education and continuing education center cluster selects 1 best entry from a teacher.
The contest organizers will select the best entries to submit to the "Traffic Safety for Tomorrow's Smiles" contest for the 2024-2025 school year organized by the Ministry of Education and Training .
