Education – the strategic foundation for sustainable development
Taking place in 2.5 days with the spirit of "Solidarity - Democracy - Discipline - Breakthrough - Development", the 20th Congress of Ha Tinh Provincial Party Committee, term 2025 - 2030, completed the entire proposed program and held the closing session on the morning of October 2.

With the spirit of innovation and responsibility, the Congress passed important documents, in which education - training and development of high-quality human resources were identified as one of the three strategic breakthroughs of the province in the coming period.
Accordingly, Ha Tinh set a target that by 2030: over 90% of kindergartens, primary schools, secondary schools, over 80% of public high schools and at least 80% of vocational training facilities will meet national standards. This is a clear commitment to comprehensively improving the quality of general education and vocational training in the locality.

The province also aims to universalize preschool education for children aged 3 to 5, and by 2030, at least 85% of people of that age will have completed high school or equivalent. These figures demonstrate the determination to improve people’s knowledge and comprehensively develop people – the foundation for sustainable economic growth.
In order to adapt to the context of digital transformation and globalization, Ha Tinh will comprehensively innovate education and training, focusing on applying technology, modern teaching methods, developing soft skills, digital skills and foreign languages. Vocational training institutions are oriented to closely follow the practical needs of businesses, industrial parks and the labor market.

A special point in the province's orientation is to develop high-quality human resources, especially cadres, teachers, and educational managers with good political qualities, professional skills, practical capacity, and innovative spirit. This is not only a solution for developing the education sector but also an important foundation for improving the quality of cadres in the entire political system.
The province also focuses on investing in health – an important foundation for sustainable human development. From 2026, people will receive free health check-ups or screenings at least once a year. By 2030, the target is to have at least 14.6 doctors and 45 hospital beds per 10,000 people, while achieving universal health insurance coverage.
Career development – driving green growth and modern industry
In addition to education, the field of career development and labor quality is also particularly emphasized in the contents of the Congress. This is one of the five key tasks that the entire Provincial Party Committee will focus on leading, directing and implementing vigorously in the coming term.
Accordingly, by 2030, the province strives to achieve a trained labor rate of 85%. Along with that, the province sets a target of 36.2% of the working-age workforce participating in social insurance, contributing to building a regular and stable labor market, aiming to protect workers and ensure sustainable social security.

Ha Tinh will promote vocational training in line with the actual needs of key economic sectors, especially the processing and manufacturing industry, renewable energy, logistics services and high-tech organic agriculture. The linkage model between schools, businesses and localities will be expanded to ensure that learners can quickly integrate into a professional and modern working environment.
On the other hand, the province is also aiming to develop the digital economy, with the proportion of added value from this sector in GRDP reaching 15-20% by 2030. This will be a potential land to develop new industries, attracting young, knowledgeable and innovative labor force.
The province strives to have 18,000-20,000 active businesses by 2030, creating tens of thousands of new job opportunities. Along with the strong digital transformation process, the startup and innovation ecosystem will also be promoted, especially among young people and university and college students.
One of the three major breakthroughs of the 2025-2030 term is to build synchronous and modern infrastructure and attract strategic investment. In particular, Vung Ang Economic Zone will be expanded and invested heavily to become the industrial - energy - seaport - logistics center of the region and the whole country. This creates an important foundation for the labor market to develop strongly, diversify occupations, and attract highly skilled human resources.
With 31 specific targets, 5 key tasks, 3 breakthroughs and 8 major groups of solutions, the Resolution of the 20th Ha Tinh Provincial Party Congress has outlined a clear strategy for the period 2025-2030. In which, education - training and vocational development are not only important contents but also the core driving force for Ha Tinh to realize its aspirations to rise up, build a province that develops rapidly and sustainably, towards modern industry and green growth in the new era.
