On that basis, the Central Secretariat of the Youth Union has developed and supplemented solutions closely following the Action Program to implement the Resolution of the 12th National Youth Union Congress, especially the implementation of the annual work theme, the list of 54 major activities in 2025 and the set of criteria for evaluating the Youth Union work and the provincial youth movement in 2025. According to the draft Youth Union work program and the youth movement in 2025, Youth Union chapters at all levels across the country will strive to implement 12 key targets. Notably, it is necessary to attract 10 million youth union members and young people to participate in volunteer activities implemented by Youth Union and Association organizations; 60% of young people access digital capacity building activities of the Youth Union and Association; youth union members and young people participate in planting 20 million new trees; support 3 trillion VND for young people to borrow capital to start a business; introduce jobs to 600,000 young people; Accompanying 600,000 children in difficult circumstances; introducing 200,000 outstanding union members to the Party.

Regarding the work of building the Youth Union, expanding the solidarity front, and gathering young people, the draft focuses on organizing a vote of confidence for leadership and management positions in the Youth Union; effectively implementing the work of planning, arranging, and rotating cadres in the Youth Union system; advising Party committees at all levels on rotating over-age Youth Union cadres according to the Youth Union Cadre Regulations.
