They are Mai Anh Tuan (nicknamed "Ham dog", born in 1997) and Nguyen Thi Lan (born in 1998), both residing in Tu Ha ward, Huong Tra, Thua Thien - Hue province - these are the two ringleaders of the ring) and many "henchmen" including Nguyen Trung Thong (born in 1997, residing in Duc Tho, Ha Tinh ); Tran Le Viet Ninh (born in 2002, residing in Huong Van ward, Huong Tra town); Nguyen Truong Nhat (born in 1994, residing in Thuy Chau ward, Huong Thuy town, Thua Thien - Hue province); Vo Dinh Quoc Viet (born in 2002, residing in An Tay, Hue city, Thua Thien - Hue province).

Initial investigation showed that the ring members confessed that, using many sophisticated, reckless and cunning tricks, they organized the transportation and illegal trading of drugs from Lao Bao border gate (Quang Tri) to Thua Thien - Hue to distribute and sell to sensitive business and service establishments for profit.

Each transaction involved 10 to 30 thousand synthetic drug pills. This group also used the Telegam application and virtual accounts to set up and operate the network; at the same time, they hired ethnic minority teenagers in Huong Hoa district (Quang Tri) to transport drugs from the border to Hue and Quang Tri.
