Reuters news agency reported on September 22 that the Ukrainian army said it had successfully attacked the headquarters of Russia's Black Sea Fleet in the city of Sevastopol in the Crimea region that Russia annexed from Ukraine in 2014.

A Russian soldier is missing in Sevastopol after a Ukrainian missile struck the city, the Russian Defense Ministry said. The TASS news agency reported that the Russian Defense Ministry confirmed that Ukraine launched a missile on the afternoon of September 22 (local time), causing damage to the Black Sea Fleet building.

Russian air defenses shot down five missiles. Sevastopol Mayor Mikhail Razvozhayev warned of a possible second wave of attacks, which he later lifted but advised people to avoid the city center.

Police also advised people to stay away from the downtown area where firefighters were working. Those in the downtown area were asked to leave main roads.

According to preliminary information, the attack caused missile fragments to fly hundreds of meters away. One fragment fell near the Sevastopol Lunacharsky Theater.

Mr Razvozhayev has set up a crisis centre, while rescue teams have arrived at the scene and helicopter groups are on standby. The Black Sea Fleet headquarters and two adjacent blocks have been sealed off.

The Kyiv Independent reported that Russian-appointed officials in Crimea also reported an “unprecedented” cyber attack. Official Oleg Kryuchkov wrote on Telegram that internet access was disrupted in many parts of the peninsula.

It is unclear whether the cyber attack is continuing or not, while Ukraine has not commented on this information.
