According to the announced results, the top 5 localities leading the country in innovation this year include: Hanoi , Ho Chi Minh City, Quang Ninh, Hai Phong and Hue. This is the third consecutive year that Hanoi has held the top position, with 18/52 component indices at the top. Previously, in 2023 and 2024, the capital also led the PII rankings.
PII will be developed from 2023, chaired by the Ministry of Science and Technology and implemented annually under the direction of the Government. This index reflects the overall picture of the current state of socio-economic development based on science, technology and innovation in each locality. At the same time, PII also provides a basis for identifying strengths, weaknesses, potential factors and necessary conditions to promote innovation.

According to the Ministry of Science and Technology, the development of PII in 2025 is being implemented with the principles of objectivity and transparency, using data from ministries, central and local agencies. PII is an initiative of Vietnam, developed based on ideas from the Global Innovation Index (GII).
In the GII 2025 Report published by the World Intellectual Property Organization (WIPO), Vietnam ranked 44th out of 139 economies. Notably, three component indicators including high-tech imports, high-tech exports and creative goods exports all ranked first in the world.
Highly appreciating this effort, during his recent visit to Vietnam, WIPO Director General Daren Tang affirmed that Vietnam has long been a testing ground for many new initiatives, including the PII. He said that the ranking results of Vietnam and leading localities, especially Hanoi, are proof of the right direction in linking innovation with sustainable development.
Hanoi's three consecutive years at the top of the Local Innovation Index not only affirms the capital's pioneering position, but also contributes to consolidating the image of Vietnam as a dynamic and creative country on the global innovation map.
