Attending the reception were Vice Chairwoman of the National Assembly Nguyen Thi Thanh; Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan; and leaders of the city's departments, branches and sectors.
Speaking at the reception, Chairman of the Hanoi People's Committee Tran Sy Thanh emphasized that the special Vietnam-Cuba relationship, founded by President Ho Chi Minh and Leader Fidel Castro, is a priceless asset that the two Parties, States and peoples are determined to preserve, protect and pass on to future generations. Vietnam always appreciates Cuba's valuable support throughout its revolutionary and development journey.
Mr. Tran Sy Thanh said that 2025 is of historical significance as it marks the 65th anniversary of the establishment of Vietnam-Cuba diplomatic relations. General Secretary To Lam's State visit to Cuba in September 2024 opened a new phase of cooperation, deepening traditional solidarity and affirming Vietnam's consistent support for the just revolutionary cause of the Cuban people.
On that basis, Hanoi and the capital Havana have maintained regular high-level contacts, contributing to strengthening political trust and practical cooperation. Typical examples include the visit to Cuba and Havana by the Hanoi Party Committee's high-level delegation led by Permanent Deputy Secretary Nguyen Thi Tuyen (November 2022), as well as the visit to Hanoi by the Havana Party Committee's high-level delegation led by First Secretary Luis Antonio Torres Iríbar (June 2023).

According to Mr. Tran Sy Thanh, together with the Central Government, Hanoi has always shown solidarity through specific support for Cuba and the capital city of Havana, such as providing 4,000 tons of rice, supplies, computers and donation programs on the occasion of the anniversary of bilateral relations. The city has identified the top priority as effectively implementing the cooperation agreement for the 2023-2028 period between the Hanoi Party Committee and the Havana Party Committee; strengthening cooperation through Party channels, exchanging delegations at all levels, and cooperation in the fields of health, trade, agriculture, and food. Hanoi also focuses on promoting cultural cooperation through coordinating exchange events and art troupes, contributing to strengthening solidarity between the people of the two countries.
Chairman of the Hanoi People's Committee Tran Sy Thanh expressed his belief that after his working trip to Vietnam, President of the Cuban National Assembly Esteban Lazo Hernández will continue to be an important bridge contributing to consolidating and further promoting the special traditional relationship between Vietnam and Cuba, as well as enhancing the friendship and cooperation between Hanoi and the capital Havana and Cuban localities in the coming time.
On behalf of the Party, State, National Assembly and people of Cuba, President of the Cuban National Assembly Esteban Lazo Hernández sent his deepest condolences to Vietnam for the heavy losses caused by recent storms No. 9 and 10, and expressed his belief that the Vietnamese people will soon overcome the consequences of natural disasters.
National Assembly President Esteban Lazo Hernández informed about the results of the talks and the second session of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee within the framework of the visit. He affirmed that Cuba wishes to learn from Vietnam's experience in innovation and national development to overcome difficulties and achieve great achievements like Vietnam, while expressing his admiration for the heroic historical tradition and dynamic development of the capital Hanoi.
