Online administrative reform when implementing administrative unit arrangement and deploying the 2-level local government organization model

On the afternoon of June 11, the Government Office held an online conference on administrative reform when implementing the arrangement of administrative units and implementing the two-level local government organization model. Comrade Mai Thi Thu Van, Deputy Head of the Government Office, chaired the conference.

Attending the provincial bridge were leaders of the Provincial People's Committee Office, the Public Administration Service Center; leaders and experts in charge of administrative procedure reform (APR) of departments, branches, sectors, the Provincial Police, and VNPT Cao Bang.

Information conference on the following contents: New points of Decree No. 118/2025/ND-CP dated June 9, 2025 on implementing administrative procedures under the one-stop, one-stop mechanism at the One-stop Department and the National Public Service Portal; specific regulations on the organization of Public Administration Service Centers at the provincial and commune levels from July 1, 2025; guidance and urging the updating of information and data on the National Public Service Portal and upgrading the information system for handling administrative procedures at the provincial level; urging the implementation of Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the program of reducing and simplifying administrative procedures related to production and business activities in 2025 and 2026.

Units and localities discussed, exchanged and answered questions about the contents of decrees and resolutions; shared and resolved difficulties in the process of implementing administrative procedure reform, maintained the information system for handling administrative procedures when rearranging administrative units and implementing the 2-level local government organization model.

Concluding the conference, the leaders of the Government Office proposed: Units and localities focus on promoting administrative reform, especially administrative procedures related to production and business activities; disseminate, thoroughly grasp, issue implementation plans, specify goals and tasks, and have clear products when implementing Decree No. 118; review and develop plans to improve the Public Administration Service Centers at the provincial and communal levels; focus on the arrangement and assignment of staff, and at the same time, ensure the handling of administrative procedures smoothly and effectively, without interruption or discontinuity. On the basis of decentralized and delegated administrative procedures, promptly publicize the list of administrative procedures, update administrative procedures; review and re-evaluate online public services, prioritize upgrading essential public services; ensure 100% of administrative procedures are performed regardless of administrative boundaries; strictly digitize records and documents, creating convenience for people and businesses...
