The principal announced "4 no collection"

At the beginning of the 2025-2026 school year, the Principal of Nguyen Van Luong Secondary School announced to parents about the "4 no's":

- Do not collect operating fees for the parent-teacher association.

- No sponsorship fee.

- No advocacy for care for staff, teachers and employees.

- No campaign to purchase facilities for classes and schools.

The school principal warned that there are currently some parents claiming to be representing the school in organizing money collection campaigns and posting information on groups to collect money, which is wrong. Parents need to be more vigilant.

All information on revenue and expenditure activities will be approved by the school principal and communicated to parents through homeroom teachers.

Budgeted operations remain comfortable

Speaking to VietNamNet reporter, Mr. Dinh Phu Cuong, Principal of Nguyen Van Luong Secondary School, said that since 2018, the school has not collected parent funds and sponsorships. At the beginning of each school year, he sends out notices to parents to make them aware.

Although not collecting these fees, Mr. Cuong said the school still operates very well. After paying salaries to staff and teachers, the budget still has a surplus of 10-15% to spend on educational activities. In addition to the budget, the school has other legal sources of income permitted by the city. After spending on educational activities, at the end of the year the school still has a surplus to increase income for teachers and staff.

Mr. Cuong affirmed that educational activities, movements, and skill training are still organized in a diverse and rich manner.

"We agreed not to collect these fees so that parents can feel secure in sending their children to school, not putting pressure on them, especially at the beginning of the school year. School fees are a problem for parents. My teachers can also feel secure in teaching and taking care of students," said Mr. Cuong.

What does the Department of Education and Training of Ho Chi Minh City regulate about collecting parent funds?

The parent fund is one of the hot issues at the beginning of the school year. The Department of Education and Training of Ho Chi Minh City has issued regulations on the mobilization of sponsorship and operating expenses of the parent-teacher association to comply with Circular No. 16/2018/TT-BGDDT on funding for educational institutions in the national education system.

This regulation is also based on Circular No. 55/2011/TT-BGDDT promulgating the Charter of the Parents' Representative Board, and official dispatches of the City People's Committee, Department of Education and Training, and Department of Finance guiding the implementation of the above documents.

According to regulations, funding must ensure the principles of voluntariness, publicity, transparency, not set an average or minimum funding level, not take advantage of funding for education to force contributions and not consider fundraising as a condition for providing education and training services...

Schools are mobilized and receive funding to equip equipment and supplies for teaching and learning; scientific research; renovate, repair, and construct facilities to serve and support educational activities...

Absolutely do not solicit sponsorship to pay for: Teaching fees; expenses directly related to managers, teachers, lecturers and staff, security and protection activities; fees for looking after students' vehicles; maintaining classroom and school hygiene; costs to support the management of educational institutions.

Circular 55/2011/TT-BGDDT stipulates that the parent fund is formed from voluntary support and legal funding sources. The budget of the school's parent representative board is taken from the class fund as agreed at the beginning of the year and can be supplemented from legal funding. There is no imposition of an average contribution level for parents.
