Mr. Cao Duc Khoa, Principal of Nguyen Du Secondary School, Ben Thanh Ward (HCMC), sent a notice to parents stating that in the 2025-2026 school year, the school will not collect operating fees from the parent-teacher association; will not mobilize class funds; and will not mobilize school funds.

All information on revenue and expenditure activities will be approved by the principal and notified through the homeroom teacher, who will then inform the students' parents.

Mr. Khoa requested that the parents' representative committee not collect any fees outside of school regulations.

Speaking to VietNamNet, Mr. Cao Duc Khoa said that before the parent meeting for the 2025-2026 school year, he held a meeting with all teachers of the school to thoroughly understand this issue and at the same time notify all parents.

Regarding the implementation of Circular 55 on Parents' Charter, the school fund is only established to carry out issues such as printing and photocopying documents and meeting documents, so it is not necessary to collect funds.

According to Circular 16, the school does not collect funds because the school's current facilities and equipment have ensured the implementation of the 2018 General Education Program. Therefore, the school requires classes not to collect any class funds, school funds, or parent funds.

"I clearly state that if a homeroom teacher collects from class funds, school funds, or any other type of fund, he or she will be held responsible before the principal and the school," said Mr. Khoa.
