Health insurance is considered a social security policy with humanistic values. This is a policy organized by the State not for profit, aiming to mobilize community contributions, share disease risks and reduce the financial burden of each person when sick, ill, accident... with the meaning that healthy people share with sick people when participating in health insurance.
Health insurance is one of the compulsory insurances for some subjects. The regulation of this as compulsory insurance aims to bring fairness in health care for people, ensuring that all citizens have the opportunity to be examined and treated, especially those in difficult circumstances, poor households... helping them reduce the financial burden when they are sick.
However, according to Article 20, Consolidated Document No. 2089/VBHN-BHXH dated June 26, 2020 of Vietnam Social Security, there are 3 cases where health insurance premiums are refunded.
- Case 1: Group health insurance participants whose premiums are supported by the state budget or who participate in family health insurance are issued health insurance cards for new groups of subjects, and now report a reduction in the value of the previously issued card (with the payment order following the new subjects).
The refund amount is calculated based on the health insurance premium and the period of time the premium has been paid but the card has not been used. The period of time the premium has been paid but the card has not been used is calculated from the time the health insurance card issued to the new group becomes valid.
- Case 2: Group health insurance participants whose contribution level is supported by the state budget will have their contribution level adjusted to increase.

The period of time the premium has been paid but the card has not been used is calculated from the time the decision of the competent authority takes effect.
- Case 3: The participant dies before the health insurance card becomes valid.

3 ways to go to the doctor without bringing your health insurance card
Currently, there are 3 ways to replace paper health insurance cards in medical examination and treatment, including: Using a chip-embedded Citizen ID card; using a level 2 VNeID account and using the VssID application.
Method 1: People present their Citizen Identification Card with chip at the medical examination and treatment facility. When scanning the QR code, there is valid information about health insurance participation. The medical examination and treatment facility will check and compare health insurance information and receive the patient according to the current health insurance examination and treatment process.
Method 2: People can use the authenticated health insurance card on the VNeID application (level 2 electronic identification application) by opening the VNeID settings on their mobile phone and then logging into their VneID account.
Next, select "Document wallet" then select "Health insurance card"; enter the code to verify the user and present the image of the health insurance card on the VNeID application to the medical staff.
Method 3: People can also use the VssID application on their phones to replace paper health insurance cards when going to see a doctor.
Accordingly, after successfully logging in, on the main interface of the VssID application, people need to select "Personal Management", then select "Health Insurance Card" and then select "Use Card" or "Card Image".
