Vehicle owners who change their headquarters address or place of residence to another province only need to change the registration certificate or license plate if there is a change in information about the vehicle owner's name, identification number, or when the registration certificate expires.
Circular No. 79/2024 of the Ministry of Public Security regulating the issuance and revocation of vehicle registration certificates and license plates of motor vehicles and specialized motorbikes will take effect from January 1, 2025.
A completely new content of this circular compared to current regulations is the responsibility to change vehicle registration when the vehicle owner changes his/her place of residence.
Many vehicle registration procedures will be simplified from 2025.
According to Clause 3, Article 6 of Circular 24/2023 (currently in effect and effective until December 31, 2024), within 30 days from the date the vehicle owner changes his/her head office address or place of residence to another province or centrally-run city or when the vehicle registration certificate expires, the vehicle owner must complete the procedures to issue or revoke the vehicle registration certificate and license plate.
However, Circular No. 79/2024 has removed the above content. Instead, from January 1, 2025, the new regulation only requires that within 30 days from the date the vehicle owner changes his/her head office address or place of residence to another province or city, that person only has to complete the procedure to change the certificate and license plate if there is a change in information about the vehicle owner's name, identification number or when the registration certificate expires.
In case the vehicle owner has a need, the vehicle registration certificate can still be changed to the new address. When completing the procedure, citizens need to submit the vehicle registration certificate and the vehicle file confirmation request to the management agency to issue the file confirmation. Then, the vehicle owner declares the vehicle registration and submits the file confirmation to the vehicle registration agency at the new address.
Regarding the vehicle owner's responsibility, Circular No. 79/2024 also states that within 7 working days from the date the vehicle expires, the vehicle is damaged and cannot be used, or the vehicle is discarded, the vehicle owner must declare on the Public Service Portal or declare directly at the vehicle registration agency.
At the same time, the vehicle owner must return the vehicle registration certificate and license plate to the vehicle registration authority or the commune-level police for revocation.
When the vehicle registration certificate and license plate have not been revoked in cases where revocation is required according to regulations, the organization or individual whose name is on the vehicle registration certificate must continue to be responsible as the vehicle owner.
In the coming time, first-time vehicle registration owners can submit their application at home without having to bring their vehicle to the registration office.
Circular 79/2024 also sets out a new regulation that was not mentioned in the old circular, which is that the vehicle registration agency must organize the reception of registration dossiers on working days of the week. If necessary, the provincial police director shall decide and publicly announce the organization of receiving vehicle registration outside working hours and on holidays.
At that time, the authorities will arrange staff to regularly check the vehicle registration and management system and receive documents to ensure registration is processed on time according to regulations.
Another new point, Circular No. 79/2024 states that citizens who lose their vehicle registration and license plate, if eligible or after verification by the authorities, will be reissued these assets within just 2 working days.
