Prime Minister: AI is both an opportunity and a challenge for national security

(Dan Tri) - According to the Prime Minister, the development of science and technology and artificial intelligence is both an opportunity and a challenge for national security, as science and technology is a means for all types of crime to develop.

On the morning of September 18, the Ministry of Public Security held a national conference to deploy Resolution No. 147 of the Government on the National Comprehensive Strategy for Prevention and Response to Non-Traditional Security Threats to 2030, with a vision to 2045.

"Most non-traditional security threats are global"

According to General Luong Tam Quang, Minister of Public Security, in recent years, non-traditional security issues have become increasingly complex, with multi-dimensional and direct impacts on many aspects of social life, at many different levels, with a large scale of impact, creating a chain reaction, challenging and threatening national security.

“Most non-traditional security threats are global and beyond the response capacity of any single country,” General Luong Tam Quang emphasized.

According to him, Vietnam is one of the countries seriously and comprehensively affected by non-traditional security threats.

“The strong development of science and technology, especially when technology develops faster than management or lacks control mechanisms; transparency and information sharing can become a source of new risks to traditional social security,” said the Minister of Public Security.

He also gave evidence such as the fact that if an automatic control system is attacked, hijacked or operated incorrectly, it can cause accidents, loss of security and safety; artificial intelligence can be exploited to create fake content, fraud, manipulate public opinion or automatic attacks...

According to Minister Luong Tam Quang, security, especially network security and data security, is currently developing very rapidly, but attention, investment, and concern for this issue is very fragmented and has not created unity.

Regarding cyber security, the General said that there are emerging issues of cyber espionage attacking important information systems, high-tech crimes increasing with the shift of activities to cyberspace; activities of collecting, buying and selling personal data...

The head of the Ministry of Public Security also mentioned the challenges in energy security, in the context of increasing demand to serve socio-economic development, causing increasingly serious environmental pollution.

“Vietnam's air pollution is among the top 10 countries in Asia, ranking 30/131 countries with the highest air pollution globally,” General Luong Tam Quang emphasized.

In addition, according to him, when the population structure is large, the aging trend and the risks of natural disasters and epidemics also require the task of ensuring food security, population security, social security and human security.

Assessing the work of preventing and responding to non-traditional security threats, the Minister of Public Security said that there are still many shortcomings and limitations that are not comprehensive and complete.

“There is no overall, framework strategy, leading to a scattered and wasteful situation of resources,” he said.

The development of artificial intelligence is both an opportunity and a challenge.

Speaking at the conference, Prime Minister Pham Minh Chinh said that our Party and State recognized very early and issued many resolutions, strategies, and laws on preventing and responding to non-traditional security threats.

At the same time, according to the Prime Minister, the legal system related to non-traditional security has also been supplemented and improved, institutionalizing the Party's viewpoints, internalizing Vietnam's international commitments and better meeting practical requirements.

This demonstrates a systematic, scientific, and comprehensive approach, a positive shift from passive response to proactive and comprehensive management; the capacity to respond to non-traditional security challenges is consolidated and enhanced.

The Head of Government assessed that non-traditional security threats are having a very strong and comprehensive impact on Vietnam's sustainable development and people's lives. If prevention and response work is not done well, the consequences will be unpredictable.

According to the Prime Minister, the development of science and technology, artificial intelligence, and digital transformation is both an opportunity and a challenge for national security when science and technology is a means for crime to develop; traditional crimes are more sophisticated; privacy and personal data have many risks; cyber security and information security have many challenges...

Prime Minister Pham Minh Chinh emphasized that non-traditional security issues are of a national, comprehensive, and global nature. No one, no country can solve them alone. No country is safe if the world is still threatened.

Therefore, the Prime Minister believes that there must be global solidarity and cooperation, promoting multilateralism to solve the problem; in which rich countries must support and help poor countries and each agency and each citizen must share responsibility.
