Self-management of public order and security contributes to building civilized urban areas

Ensuring security and order is one of the 9 criteria for evaluating civilized urban areas according to Decision No. 04/2022/QD-TTg of the Prime Minister. In recent years, many effective methods have been implemented in Quang Ninh to arouse the proactive spirit and self-management role of the masses to maintain security and order, making an important contribution to the local socio-economic development goals.

The Vietnam Fatherland Front and Ha Long Ward Police coordinated to propagate and build a self-managed model of security and order and fire prevention and fighting at the boarding house area.

Ha Long Ward consists of 27 neighborhoods, 233 residential groups, with a population of nearly 53,000 people. To achieve the goal of rapid and sustainable growth, the Party Committee and the government of Ha Long Ward pay great attention to solutions to protect security and order from the grassroots level, building a civilized urban area. Especially in building the movement of All People Protecting National Security, consolidating and perfecting models of people's self-management in maintaining security and order at the grassroots level, preventing all kinds of crimes and social evils. Promoting the spirit of self-management in security and order has become a common practice, unanimously implemented by the majority of cadres and people in Ha Long Ward, included in the internal rules and regulations of each residential group and neighborhood.

The force formations participating in protecting security and order at the grassroots level have been established in 100% of the neighborhoods in the ward; in addition, there are also inter-family fire prevention and fighting teams, grassroots mediation teams... that are maintained to operate effectively. At the low-income boarding houses, the inter-sectoral teams of the ward coordinate with the neighborhoods to regularly inspect and propagate reminders about self-management of security and order, grasp the situation of population movement, regulations on residence declaration and temporary residence registration. Or at the people's market, self-management of security and order and fire prevention and fighting teams are regularly improved, aiming to raise the proactive awareness of the traders themselves.

Each residential area has different characteristics. Therefore, the building of the movement of the People to protect national security in the province is always carried out flexibly, innovatively and creatively, to suit practical requirements. Research in Bai Chay ward shows that propaganda and mobilization work is regularly coordinated by the Police and the Fatherland Front, continuously innovated to raise awareness of self-management of national security and order in the residential community. Including propaganda conferences, distributing information leaflets, establishing working groups to each house... are flexibly implemented.

Currently, each neighborhood of Bai Chay Ward has also established a separate Zalo group on crime prevention, connecting from the Ward Police to representatives of 100% of households. With the convenience of comprehensive digital transformation, Zalo groups have become a fast 24/7 information channel when it is necessary to disseminate legal knowledge and propagate crime prevention. People's reports and denunciations are also received almost immediately by the Ward Police for timely handling. This shows that the awareness of self-prevention, self-management and self-protection in the community has been significantly raised.

The movement of the entire people protecting national security in the province has grown stronger over the years, making an important contribution to the task of local socio-economic development. Up to now, the whole province has had 4,951 self-governing people's groups, 423 safe residential areas, 162 typical models of the entire people protecting national security that have been maintained regularly and effectively, establishing a tight security network, covering from urban to mountainous, border and island areas. Public security camera models have been gradually deployed and replicated in many residential areas, agencies, businesses, schools... showing positive effects in providing evidence for investigating and handling crimes. The annual Fire Safety Inter-family Group Competitions have been successfully organized at both the provincial and grassroots levels, contributing to raising awareness, knowledge and safety skills for the people...

Maintaining security and order is an important factor contributing to the construction of civilized urban areas. In addition to state management, it is always necessary to promote creativity, self-management spirit, and the role of the people, creating a widespread emulation movement.

From August 1, 2025 to October 15, 2025, Quang Ninh province will simultaneously carry out a peak period of attacking and suppressing crimes, ensuring security and order in the area, in order to create favorable conditions for the operation of the two-level local government model, absolutely protect the security and safety of Party Congresses at all levels, towards the 14th National Congress of the Party and activities to celebrate the 80th anniversary of the August Revolution and National Day September 2.
