Provincial People's Committee issued a directive on launching irrigation works to serve production.

The Chairman of the People's Committee of Ha Tinh province requested localities and relevant units to launch a movement for the whole people to join in irrigation work from November 15, 2023 to January 31, 2024.

Ha Tinh Provincial People's Committee issued Directive No. 09/CT-UBND dated November 8, 2023 on launching irrigation works to serve production in 2023.

The directive clearly states that currently, reservoirs in the whole province have basically reached their design capacity, with Ke Go reservoir only reaching about 68.4% of its design capacity and Ngan Truoi reservoir reaching about 62.2% of its design capacity.

The impact of recent floods in the province has damaged many irrigation systems, caused landslides, silting up, and degradation of irrigation and drainage works, causing unsafety, obstructing water flow, and greatly affecting irrigation and drainage work serving production and people's lives.

According to the forecast of the Provincial Hydrometeorological Station, the ENSO phenomenon will continue to exist in the first months of 2024 with a probability of about 80-90% and the intensity will tend to decrease; rainfall in November and December 2023 in areas in the province will be 15-25% higher than the average of many years (TBNN), total rainfall from January to April 2024 will be approximately the same as TBNN.

To ensure water sources for production and people's lives in 2024, and at the same time store water to prevent drought for the summer-autumn crop in 2024, the Chairman of the Provincial People's Committee requested the Director of the Department of Agriculture and Rural Development, Chairmen of the People's Committees of districts, cities and towns; Directors of the Nam Ha Tinh and Bac Ha Tinh Irrigation One Member Co., Ltd. Companies; Directors (Heads) of relevant departments, branches, sectors and units to implement the following contents:

Launch a movement for the entire population to join forces to build irrigation works, promptly serving production and people's lives, ensuring practicality and effectiveness; implementation time is from November 15, 2023 to January 31, 2024.

Organize inventory and balance water resources at irrigation works, develop specific water supply plans for each work and each region for implementation; make maximum use of natural water resources from ponds, lakes, rivers, streams, and canals to supply water for the spring crop of 2024; save water from irrigation reservoirs for the summer-autumn crop of 2024.

Chairmen of People's Committees of districts, cities and towns establish district-level Steering Committees to direct communes, wards, towns, and units managing and exploiting irrigation works managed by localities: mobilize all people to work on irrigation, dredge and clear irrigation canal systems, canals leading to pumping stations; strengthen regional and plot banks to retain water on the field surface for spring crop cultivation; mobilize all resources to organize maintenance and repair of irrigation works in the area to ensure safe water supply for people's production in 2024...

Directors of the Southern Ha Tinh and Northern Ha Tinh Irrigation One Member Co., Ltd.: establish a Steering Committee, organize surveys, calculate the volume of construction items that need to be repaired and dredged under the management of the unit to mobilize human resources of the company and the benefiting localities to focus on timely repair, repair, and dredging; balance the water resources of irrigation works under their management, forecast the ability to ensure water supply of the works to notify relevant localities, proactively arrange the production plan for the 2024 Spring crop.

For projects under construction and repair, investors need to focus on directing and prioritizing resources to complete construction and put into use, promptly supplying water for production and daily life of the people.

The funding for the campaign is mainly mobilized from people contributing working days, the rest is supported by regular repair costs in the capital source for product compensation, public irrigation services, funding from people's contributions from in-field irrigation service fees and other funding sources of district, commune levels and irrigation enterprises...
