Quang Tri Provincial People's Committee works with the French Development Agency

This afternoon, October 4, Vice Chairman of the Provincial People's Committee Le Duc Tien had a working session with the French Development Agency (AFD) delegation led by AFD Director in Vietnam Herve' Conan on the implementation of the Central Coastal Urban Development Project, aiming at green growth and responding to climate change in Dong Ha City.

The Central Coastal Urban Development Project towards green growth and climate change response in Dong Ha City, invested by the People's Committee of Dong Ha City and funded by AFD, will be implemented in 4 years from 2024 to 2027 with a total investment of more than 1,152 billion VND.

The project aims to build Dong Ha city into a green city, responding to climate change in accordance with the city planning goals until 2045. The project's investment items aim to gradually complete the urban infrastructure system.

In which, divided into 2 components, component 1 is investment and construction, including: embankment around Hoi Song; embankment on the west bank of Thach Han River and the north bank of Vinh Phuoc River; improvement of drainage system downstream of Trung Chi Lake, downstream of Khe May Lake; upgrading infrastructure of Nam Song Hieu and improvement of low-income areas.

Component 2 provides technical assistance and capacity building, including: support for urban development planning, climate change adaptation and flood management; investment program implementation activities; pilot city program to implement urban development plans, green growth in Vietnam; local economic activities and green job creation.

Currently, the project has carried out the following steps: completing the construction drawing design, and initially carrying out site clearance work. In 2024 alone, the allocated counterpart fund is 21 billion VND, and to date, 16.8 billion VND has been disbursed, reaching 80.10% of the plan.

At the working session, the AFD delegation mentioned the conditions of the funding agreement and the conditions for project implementation; the process of issuing no objections and bidding by AFD; the project implementation plan; the terms of reference for component 2; the process and procedures on environmental and social issues of the project...

It is recommended that there should be a provincial project steering committee for technical support activities... At the same time, the two sides discussed and clarified issues related to expertise with the aim of the project achieving the set plan.

In 2024, the project will organize bidding for the package "Construction and installation of projects to improve low-income areas (LIA) - traffic items" and the package "Construction and installation of projects to improve low-income areas (LIA) - drainage items".

Therefore, the two sides commit to take the necessary measures to ensure that contracts financed (in part or in full) by AFD will be tendered and implemented on the basis of applying international best practices, in accordance with internationally recognized practices in this field.

Speaking at the working session, Vice Chairman of the Provincial People's Committee Le Duc Tien recommended and proposed to the AFD working group: Quang Tri is a locality that is often affected by storms and floods, so it is hoped that in the technical component of the project, there should be coordination in research and implementation of reasonable technical support to promote efficiency, especially in construction items; properly handle the drainage system, ensuring environmental safety.

Dong Ha is a locality with a lot of experience in implementing large programs and projects, so we hope AFD will feel secure when investing in project implementation.

Based on AFD's opinion, the Department of Planning and Investment is assigned to monitor and report any problems during the project implementation to the Provincial People's Committee for timely handling; develop the next plan for the project in 2025.

Regarding the main conclusions of the delegation when working with the People's Committee of Dong Ha City, the relevant departments, branches, sectors and localities were assigned to advise on solutions and closely follow the progress of the proposed project implementation.

The Provincial People's Committee agreed with AFD's proposal to establish a provincial project steering committee for technical assistance activities. Regarding site clearance, the province will direct timely implementation to contribute to speeding up the project's progress.
