Accordingly, the Director of the Department of Management and Construction of Irrigation and Power Works; Directors of the Department of Agriculture and Environment of the provinces and cities in the Northern region, Thanh Hoa and Nghe An; Investors in construction projects for new construction, repair and upgrading of irrigation works in the Northern region, Thanh Hoa and Nghe An; Directors of units managing and exploiting irrigation works in the Northern region, Thanh Hoa and Nghe An.
To proactively prevent and ensure the safety of irrigation works and prevent flooding, waterlogging, and minimize damage caused by heavy rain, the Department of Irrigation Works Management and Construction requests agencies and units to strictly implement Document No. 11/BCĐ-BNNMT dated October 1, 2025 of the National Civil Defense Steering Committee.
Units should strengthen close monitoring of hydrometeorological and rain and flood forecast bulletins; check and review key irrigation works and canal banks of large irrigation systems at risk of incidents to proactively deploy response plans to ensure safety; pay special attention to the safety of irrigation reservoirs under construction (pay attention to deep works, underground works, diversion works; be ready to relocate people, machinery, construction equipment at risk of being affected...). For important irrigation reservoirs at risk of being unsafe, it is necessary to consider limiting or not storing water.
Units proactively organize the operation of reservoirs according to approved operating procedures. For reservoirs with regulating gates, it is necessary to strictly implement specialized hydrometeorological monitoring regimes, calculate water flow to the reservoir and adjust the reservoir water level to proactively receive floods, ensure absolute safety of the works and not discharge unusual floods that cause unsafety to downstream areas; strictly implement early warnings to people in downstream areas before the reservoir discharges flood and when there is a risk of an incident. After the end of the rainy season, it is necessary to re-evaluate the implementation of operating procedures and gate operation procedures; report to competent authorities for approval of adjustments (if any).
In particular, urgently drain the buffer water in the irrigation system down to the prescribed level to prevent flooding and ensure proactive mitigation of damage when heavy rains occur and external rivers rise, the system must stop pumping and draining.
Units must prepare plans for flood prevention and control according to the operating procedures to flexibly operate irrigation works, avoiding passivity, especially when having to stop draining water into the system; pay attention to determining specific plans for water distribution and drainage to ensure safety for the main canals of large irrigation systems; organize 24/7 on-duty during times of rain and floods; arrange permanent personnel at works at risk of incidents; promptly handle unusual situations according to the "four on-site" motto when there is a construction incident.
The Ministry of Agriculture and Environment also issued Official Dispatch No. 7470/CD-BNNMT ordering the Director of Hoa Binh Hydropower Company to open two bottom spillways of Hoa Binh Hydropower Reservoir.
Accordingly, at 2:00 p.m. on October 3, the upstream water level of Hoa Binh Lake was at 115.57 m, the downstream water level was 12.67 m, the flow to the lake was 6,183 m3/s, and the total flow to the downstream was 2,228 m3/s.
Implementing the Inter-reservoir Operation Procedure on the Red River Basin in Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister, Decision No. 922/QD-TTg dated May 14, 2025 of the Prime Minister amending and supplementing a number of articles of the Inter-reservoir Operation Procedure on the Red River Basin, the Minister of Agriculture and Environment ordered the Director of Hoa Binh Hydropower Company to: Open 1 bottom spillway gate of Hoa Binh Hydropower Reservoir at 6:00 p.m. and open another bottom spillway gate at 12:00 p.m. on October 3, 2025.
The functional units closely monitor the developments of rain and floods, construction safety, flow to the lake, water levels upstream and downstream of the reservoir and promptly report to the Ministry of Agriculture and Environment (through the Department of Dike Management and Disaster Prevention and Control) and relevant agencies as prescribed.
According to the National Center for Hydro-Meteorological Forecasting, from the night of October 5 to the end of the night of October 7, in the Northern region, Thanh Hoa and Nghe An, there will be heavy to very heavy rain with common rainfall of 100 - 200mm, locally over 300mm; in the mountainous and midland areas of the North, it will be common 150 - 250mm, locally over 400mm. Warning of the risk of heavy rain (over 200mm/3 hours).
