According to the reflection of some officers and lecturers of Quang Binh Medical College: Mr. Le Viet Hung was transferred from Quang Binh Department of Health to work as Vice Principal of Quang Binh Medical College since 2010 and was appointed as Principal since January 2013.

Meanwhile, according to the Law on Vocational Education and the Charter of Secondary Schools and Colleges, the Chairman of the School Council cannot concurrently hold the position of Principal in order to limit and control each other's power.

However, for a long time at Quang Binh Medical College, all power was concentrated in the hands of Mr. Hung, who was both the one who proposed policies and resolutions and also the one who implemented them.

The clearest manifestation of the concentration of too much power in Mr. Hung's hands is in the recruitment and appointment of personnel at Quang Binh Medical College.

Typically, at the Administration-Organization-Management Department, Mr. Hung appointed Mr. Le Hai Th., an electrical engineer, as head of this department in 2013, when Mr. Th. was not yet a party member.

Up to now, he still owes the intermediate standard of political theory, so Mr. Hung has arranged for this case to retire early before the re-appointment date in 2025. At the same time, the structure of this position is to plan for the head and deputy head of department for Mr. Hung's younger brother and daughter.

Recruiting new civil servants for the 2021-2022 school year, Mr. Hung recruited his younger brother Le Minh H., who started out as a contract accountant at the school before, to study for a bachelor's degree while working and for a political degree.

When Mr. H. had just been recruited for 6 months, Mr. Hung initiated the appointment process for Deputy Head of Administration Department.

At the same time, Le Thuy Ng.'s daughter, who had just been recruited for 2 years, was included in the planning source for the position of head and deputy head of the Administration Department. Vo Thi Thuy A.'s niece, who had previously had a college degree, was contracted to the school and then sent to study for a bachelor's degree while working.

Next, Ms. A. was recruited into the staff as a lecturer at the medical faculty and was promoted by Mr. Hung to be the secretary of the cadre union, then the secretary of the school union; planned to be a source for the Party Committee and the head and deputy head of departments and offices.

Vo Thanh T.'s nephew, who has a secondary degree in information technology, was contracted to the school and sent to study for a bachelor's degree while working, then recruited to the staff as a lecturer in the basic department; Mr. Hung also appointed him as the secretary of the youth union, planning the source of heads and deputy heads of departments, offices...

Correct procedure?

Explaining the above cases, Mr. Hung admitted that they were indeed his relatives. However, according to Mr. Hung, the recruitment, planning and appointment of cadres... are decided by the Party Committee (including 7 Party Committee members), the School Council, the school's core cadres (including 19 people), the Recruitment Council...

All cases of recruitment, planning, or appointment must be discussed and decided by the collective and must be carried out in accordance with the steps, procedures, and regulations of the Party, the laws of the State, and relevant regulations.

Mr. Hung believes that it is not true that someone said that he alone decided everything, because he can only have "one vote" among many votes.

Mr. Hung further affirmed that he did not direct or impose on the recruitment, sending to school, planning, and then appointing relatives, but rather decided by the collective according to regulations. He also disagreed, but the final decision was made by the collective.
