Through the report of the Provincial People's Committee and the report of the National Assembly's Committee on Culture and Education on the implementation of policies and laws in the fields of supervision, it can be seen that in recent years, the Party Committee and the Government of Thai Binh province have focused on issuing directives, instructions, and timely institutionalization of the Party's policies and the State's laws on the fields of culture, sports, tourism, education, training, information, communication, beliefs, religions, youth and children.

Documents were issued promptly, ensuring constitutionality, legality and consistency in the legal system; complying with the right authority, being feasible, suitable to reality, creating a basis and legal corridor for local socio-economic development. In the cultural field, the province has focused on leading, directing, deploying and effectively organizing the implementation of Party resolutions and Government directives on cultural and tourism development; documents issued by the province have specified the organization and implementation of cultural activities. The work of protecting and promoting the value of cultural heritage has achieved positive results and created favorable conditions for organizations and individuals to participate in protecting and promoting the value of heritage. The implementation of the task of building grassroots cultural life and a network of public sports facilities has been focused; The implementation of tourism planning has been given attention... Information and communication work has been diversified, updated promptly, reflecting all aspects of life, responding well to the ideological orientation and information needs of readers; press planning has been seriously implemented, the management of representative offices and resident reporters of press agencies has been focused on. The province has paid attention to leading and directing the work of beliefs and religions; ensuring and respecting the freedom of beliefs and religions of the people. In the field of education, the province has paid attention to implementing policies on education in a timely and correct manner; investment in facilities, renovation, repair, construction of new schools and classrooms, purchase of equipment, toys, learning materials... has been given priority for investment and mobilization of resources for implementation. The scale and network of schools and classrooms have been maintained stably, with diverse types, basically meeting the learning needs of the people. The quality of mass education, universal education, and illiteracy eradication have been given attention; Key education has been consolidated and improved. 8/8 districts and cities have achieved universal primary and secondary education at level 3; 100% of communes, wards and towns have achieved universal primary and secondary education at level 3 and achieved illiteracy eradication standards at level 2. The 2018 general education program has been implemented on schedule, closely following the education innovation policy and directive documents of all levels. The network of vocational training facilities has been planned and rearranged, gradually invested in synchronous and diverse development.
