With a long history and a thousand-year cultural heritage, Hanoi always deeply perceives the cultural issue as both an immediate task and a fundamental and long-term task; culture is becoming the center of Hanoi's development policy; the viewpoint is to ensure harmonious development between economy and culture; develop culture for the perfection of human personality, build people to develop culture.

Deep awareness of cultural issues
The highlight in the implementation of building and developing the capital's culture is that in many consecutive terms, the Hanoi Party Committee has issued a separate major work program on cultural development and building elegant and civilized Hanoians.

In particular, in order to concretize the Resolution of the 13th National Party Congress, the Concluding speech of General Secretary Nguyen Phu Trong at the National Cultural Conference; Resolution of the 17th Hanoi Party Congress, term 2020 - 2025, the Hanoi Party Committee continues to issue, focus on leadership and direct effectively Program No. 06-CTr/TU on "Developing culture, improving the quality of human resources, building elegant and civilized Hanoians in the period 2021 - 2025".

In addition, to promote and exploit resources in the cultural field to the maximum, in this term, the Hanoi Party Committee also issued Resolution No. 09-NQ/TU, dated February 22, 2022 on "Developing cultural industry in the capital for the period 2020 - 2025, orientation to 2030, vision to 2045".

Most recently, in order to strongly arouse and promote the revolutionary tradition, thousands of years of civilization, heroism, peace, friendship, proactive spirit, creativity, self-reliance and aspiration of Party members and people of Hanoi, the Hanoi Party Committee continued to create a breakthrough in building the culture and people of the Capital by issuing Directive No. 30-CT/TU dated February 19, 2024 of the Hanoi Party Committee on "Strengthening the leadership of Party committees at all levels in building elegant and civilized Hanoians" - this is considered a solution to promote the achieved results, overcome limitations, create strong changes in building elegant and civilized Hanoians, building and implementing the system of cultural values, family values ​​and standards of the Capital's people in the new period.

Hanoi is becoming a dynamic, developing city.

Over the past years, financial resources invested in the development of culture and people of the Capital have been increasingly focused on each period, the investment level for culture has gradually increased in the direction of each year being higher than the previous year. In the period 2021 - 2025, it is expected that the investment level for culture will account for 2% of the total budget revenue of the City. The work of building and promoting the system of cultural values, family values ​​and human standards of the Capital to meet the development requirements has been implemented methodically, with focus and key points.

The work of developing culture, improving the quality of human resources, building elegant and civilized Hanoians has achieved many important achievements, contributing to the socio-economic development, ensuring political security and national defense of the Capital, in which the economic structure of the Capital has changed positively, the proportion of the service industry has increased (accounting for about 65%), GRDP has recovered and grown strongly, increasing year after year and increasing more than the general growth rate of the whole country, the average income per capita in 2023 will reach 6,000 USD/person/year, the middle class is growing rapidly... Hanoi is becoming a dynamic and developing city, the quality of material and spiritual life of the people of the Capital is improved.

Hanoi is the capital city with the fastest poverty reduction rate, sharply decreasing from 7.52% at the beginning of 2011 to 0.21% at the end of 2020. By the end of 2023, the poverty rate will decrease to 0.03%. By 2025, we strive to have no more poor households, contributing to narrowing the gap in cultural enjoyment of the people in the city.

Major socio-economic targets were mostly achieved and exceeded; the investment environment continued to improve, social security work; the quality of education and training had many clear changes; competitiveness and the investment and business environment were improved; political security and social order and safety were stable; Party and political system building work was promoted, the quality of Party organizations and Party members continued to be improved.
