Why is the building located on "golden land" in Hue for a decade still being extended?

The above-mentioned building is located on a land area of ​​2,577.8m2 at the intersection of Nguyen Tri Phuong - Hanoi - Ly Thuong Kiet Street, which is considered a prime location, "golden land" of Hue.

Previously, this land was invested in a supermarket and office building project by VIWASEEN Hue Investment and Construction Joint Stock Company. However, after the rough construction was completed, this project has remained unfinished since 2012, causing public outrage in Hue, and the Provincial People's Council has questioned it many times.

In 2017, Hue International General Hospital Joint Stock Company received the transfer of this Supermarket and Office Building project.

After that, Hue International General Hospital Joint Stock Company prepared a dossier to request the conversion of its function to invest in the Hue International Specialized Hospital Project (later changed to the Hue International General Hospital Project). The project is expected to be put into operation in the first quarter of 2019.  

However, by the end of the first quarter of 2019, this project had not yet been put into operation.

Then, on August 7, 2019, the People's Committee of Thua Thien-Hue province issued Official Dispatch No. 5543/UBND-QHXT agreeing in principle to allow Hue International General Hospital Joint Stock Company   The project implementation schedule is extended, specifically: Completed and put into operation in the first quarter of 2021.  

As of July 23, 2021, the Department of Natural Resources and Environment of Thua Thien-Hue province coordinated with relevant departments and local authorities to inspect the land use progress of the project. The inspection results determined that the land use progress of the project was 24 months behind the progress recorded in the investment project. Therefore, the Department of Natural Resources and Environment advised the People's Committee of Thua Thien-Hue province to extend the land use progress by 24 months, until November 22, 2023.

Up to now, although many additional items have been deployed, the project has not yet been put into operation.

However, as of November 2023, this project has not yet been put into operation. And on November 23, 2023, Hue International General Hospital Joint Stock Company continued to send a document requesting to adjust the progress of completing the construction of the entire project and putting it into operation in the first quarter of 2027.  

By June 19, 2024, after many reviews and inspections, the People's Committee of Thua Thien-Hue province issued Official Dispatch No. 6280/UBND-DC above, allowing the continued use of land to implement the project without land repossession for another 23 months, from November 22, 2023 to October 22, 2025.

The reason for this extension is because during the previous extension period (determined from March 2020 to October 2023), the project was affected by the Covid-19 pandemic, causing progress to not be guaranteed according to regulations.

Official dispatch 6280/UBND-DC of the People's Committee of Thua Thien-Hue province also clearly stated that in case the Company fails to complete the above-mentioned land use schedule, the State will reclaim the land and not compensate for assets attached to the land according to the provisions of law.  

On June 26, 2024, the Inspectorate of the Department of Natural Resources and Environment of Thua Thien-Hue province issued Conclusion No. 119/KL-TTr on the compliance with land law by Hue International General Hospital Joint Stock Company using land at No. 02 Nguyen Tri Phuong, Phu Nhuan Ward, to implement the Hue International General Hospital Project.

The content of the conclusion notice also clearly states the origin, legal basis for land use, financial obligations regarding land and documents on this extension.

The conclusion notice also clearly stated that the Chief Inspector of the Department of Natural Resources and Environment of Thua Thien-Hue province recommended that the Director of the Department of Natural Resources and Environment assign the Land Management Department to monitor and supervise the land use progress of the project; in case Hue International General Hospital Joint Stock Company does not put the land into use within the deadline in Official Dispatch No. 6280/UBND-DC   The Provincial People's Committee shall promptly report to the Director of the Department to advise the Provincial People's Committee to recover land in accordance with the provisions of law.
