According to the district's conclusion, through reviewing the documents used as the basis for issuing Decision No. 07, there is no document containing regulations on "advanced, internationally integrated schools" and no regulations assigning the provincial People's Committee to regulate this content.
Decision No. 07 regulating "advanced, internationally integrated schools", stipulating implementation support and recognition procedures has no legal basis and is not in accordance with regulatory authority.
The Department of Inspection of Legal Documents, Ministry of Justice recommends that Ho Chi Minh City urgently organize self-inspection, handle according to regulations, and assess the consequences and harms caused by illegal documents.
According to information from the Department of Education and Training, up to now, the city has 66 schools implementing high-quality programs, of which 39 schools have been recognized by the People's Committee.
The Department of Education and Training of Ho Chi Minh City assessed that the abolition of Decision No. 07 not only directly affects educational activities, educational quality, and legitimate rights and interests of students, but also affects the implementation of the targets of the Resolution of the Party Congresses at all levels for the 2020-2025 term in the city.
The Department will continue to advise the Ho Chi Minh City People's Committee to issue a set of school standards to implement high-quality, advanced, internationally integrated programs in Ho Chi Minh City.
