Going to sea
Associate Professor, Dr. Tran Dinh Thien - Member of the Prime Minister's Policy Advisory Council, former Director of the Vietnam Economic Institute, commented that Vinh Long province is facing a once-in-a-thousand-year historical opportunity, is on the rise and has identified bottlenecks - real strength.
Dr. Thien said that Vinh Long's resources are river resources and sea space. The province has a new mission, not only traditional food security but also security of water resources, resources, national territory and "Going after - going differently - surpassing". With the mission of double-digit growth and economic restructuring according to the model of "Escape from agriculture - go green - go digital".
“To develop sustainably and protect its territory, Vinh Long must stop the “sea advance” by advancing to the sea,” meaning exploiting coastal potential and developing the marine economy to respond to climate change.
At the same time, we need to abandon the traditional agricultural model, develop a green economy, digital economy, expand digital space, promote digital transformation, artificial intelligence (AI) and comprehensive digitalization," Associate Professor, Dr. Tran Dinh Thien emphasized.
The marine economy continues to be identified as one of the key driving forces to promote rapid and sustainable growth.
Sharing the same view, Dr. Ha Huy Ngoc - Government Office said that the marine economy continues to be identified as one of the key driving forces to promote rapid and sustainable growth for the region. Vinh Long province has proactively issued and implemented programs and plans for marine economic development in the period of 2021 - 2025, oriented to 2030, vision to 2045. Integrating marine space development with exploiting the potential of renewable energy and fisheries.
“Dinh An Economic Zone has attracted 50 enterprises with 56 projects, with a total registered investment capital of more than VND48,000 billion (equivalent to USD2.65 billion). In the first months of 2025 alone, the total industrial production value in this area reached over VND12,300 billion, an average increase of 10-15%/year. The budget contribution is nearly VND1,260 billion,” Dr. Ngoc cited.
Mr. Ngoc also emphasized the focus on developing the marine economy as a strategic pillar of the region. The focus is on developing seaports, coastal logistics, offshore and onshore wind power, and marine tourism. Investing in reclaimed land and marine economic zones associated with urban areas and tourism.
Developing aquaculture, fishing and seafood processing according to sustainable value chains. Effectively exploiting Dinh An economic zone, large tonnage ship channels into Hau River, Dinh An port and investing in a wharf to Con Dao. Developing irrigation systems, ensuring the supply of fresh and clean water for daily life and production.
2 models
According to Architect Tran Ngoc Chinh - Chairman of the Vietnam Urban Planning and Development Association, the merger of the three provinces of Vinh Long, Tra Vinh and Ben Tre has created a completely new administrative and economic entity, fundamentally changing the status and prospects of the urban system in this area.
To fully exploit the comprehensive potential, the new Vinh Long province needs a strategic vision to develop the urban system according to a multi-polar model, closely linked instead of focusing on building a single core urban area, but towards the model of "multi-polar urban network". Each urban area will play a specialized role, complementing each other to create a sustainable development ecosystem.
Onshore and offshore wind power is one of the development focuses of Vinh Long province .
Accordingly, the central pole, Vinh Long will consolidate its role as the political, administrative, cultural, educational and financial center of the province. This place will focus on developing high-quality services, attracting investment in the fields of trade and medical services, education, finance. Continuing to be an important trade connection hub in the Mekong Delta region.
Marine economic and energy poles, coastal urban areas of Tra Vinh and Ben Tre, including Tra Vinh ward, Duyen Hai commune and Ben Tre coastal urban areas, will be the main growth poles in marine economy, clean energy and logistics, acting as specialized economic poles, complementing the administrative functions of Vinh Long.
The remaining urban areas will be developed in an agro-urban direction with a focus on agricultural processing and traditional craft village tourism based on the strengths of each urban area. Exploiting the tourism potential along the Hau River and the islands to develop eco-tourism and experiential tourism connecting tourist destinations in Vinh Long and neighboring provinces...
Meanwhile, Mr. Le Anh Duc - Head of the Regional Planning and Development Department, Institute of Economic and Financial Strategy and Policy, said that Vinh Long province needs to orient the spatial structure "One axis - Two wings - Three driving forces". The overall spatial model of the province is integrated into a central driving force axis, two economic wings on both sides and three main driving forces reasonably distributed throughout the territory.
Accordingly, the central driving force is the North-South logistics corridor; the two East and West wings include: the marine economic corridor; agriculture and ecology of Tien River - Hau River; three driving forces: identified as 3 central urban areas at the regional level in the center of Vinh Long, Ben Tre and Tra Vinh. 3 specialized urban areas are Duyen Hai, Binh Minh and Ba Tri along with a network of satellite urban areas and new urban areas.
“The development axis is along the Eastern North-South Expressway corridor (My Thuan - Can Tho section) and National Highway 1, mainly in the old Vinh Long province, stretching from My Thuan bridge to the border of Can Tho city. This is the logistics backbone, the processing industry center, high technology and regional services of the whole province.
This axis plays a role in collecting, processing and distributing goods from the "Western Economic Wing" and providing services, human resources and supporting industries for the "Eastern Economic Wing". This place will focus on developing multimodal logistics centers, modern industrial - urban - service zones, and high-quality research, training and medical centers of the province," Mr. Duc explained.
