According to the plan to implement Power Plan 8, the total battery storage capacity by 2030 is expected to reach about 10,000 - 16,300 MW. Development of concentrated solar power must be combined with the installation of battery storage with a minimum rate of 10% of capacity and storage within 2 hours.
EVN's investment projects are not subject to two-component pricing?
Thus, the type of energy storage battery developed according to the plan will include a battery storage system combined with a concentrated solar power plant with a capacity of 10% or internal connection to the Hai Anh wind power plant (expected 4 MW in the period 2025 - 2030).
50 MW battery storage system project for the period 2025 - 2030 (MWh capacity will be determined during implementation). Other battery storage projects (expected 138 MW for the period 2025 - 2030).
This means the total capacity of the battery storage system combined with the concentrated solar power plant and other battery storage projects is 20,287 MW. Other battery storage systems are installed on the system depending on operational needs.
However, this price frame will not include energy storage battery systems used in combination with renewable energy power plants (consuming electricity output from the power plant itself during the charging cycle) and energy storage battery systems invested by Vietnam Electricity Group (EVN) or power corporations assigned to invest according to the decision of competent authorities.
According to the Ministry of Industry and Trade , the Minister of Industry and Trade has issued Circular 12/2025 stipulating the method of determining the price of electricity generation services; principles of calculating electricity prices to implement power projects; main contents of the electricity purchase and sale contract. In which, the price of electricity generation services will include: fixed price (VND/kWh), variable price (VND/kWh).
This Circular does not yet regulate the multi-component electricity price mechanism for the type of energy storage battery system. This type has a special operating mechanism, both generating electricity during the battery discharge cycle and consuming electricity from the grid during the charging cycle to charge the battery.
Why calculate two components with battery storage?
Operation depends on the system's demand at each point in time, leading to uncertainty in the amount of electricity generated or taken from the grid, different from traditional power plants (which only generate electricity to the grid).
Therefore, it is necessary to build a two-component electricity price mechanism for energy storage battery systems such as pumped storage hydropower plants. Including capacity price that does not depend on the electricity output, but depends on the availability and readiness of the battery storage system; electricity price: depends on the actual electricity output mobilized.
The draft circular stipulates the price of the base year electricity purchase contract agreed upon by the electricity seller and the electricity buyer but not exceeding the price framework for electricity generation of pumped storage hydropower plants issued by the Minister of Industry and Trade.
The power purchase contract price includes the capacity price and the electricity price. In which, the capacity price is a reasonable and valid cost allocated throughout the economic life of the project, ensuring cost recovery.
In case the factory does not meet the available capacity requirement at the time the system needs to be mobilized, the factory's capacity price will be adjusted according to the actual availability coefficient during the factory's payment period.
The electricity price is directly linked to the cost of purchasing electricity through the consumption of electricity to charge the battery during the charging cycle and generate electricity during the discharging cycle as required by the system as well as performing other functions to improve the quality of electricity.
