On March 14, speaking with PV. VietNamNet , Mr. PHA (residing in Ha Long City, Quang Ninh ) said that he did not borrow the credit amount of 8.5 million VND from Eximbank Quang Ninh Branch.
According to Mr. HA, in 2012, through a friend, he asked a male employee (unknown identity) of Eximbank Quang Ninh Branch to make a credit card.
At this time, the male bank employee asked Mr. HA to sign the card opening contract and receive the card. After that, he gave Mr. HA a regular card with the reason that the credit card was having problems.
Because he thought he couldn't do it, Mr. HA didn't pay attention to it anymore. In 2016, Mr. HA wanted to borrow money from the bank but was informed that he had bad debt at Eximbank Quang Ninh Branch.
Mr. HA went to Eximbank Quang Ninh Branch to ask and was informed that the bank was responsible for the credit card that had been opened before. Too surprised, Mr. HA asked to review the credit card opening file and detailed statement.
In the statement, Mr. HA's credit card had borrowed money to buy a phone for more than 9 million VND. According to Mr. HA, the signature in the statement was not the same as his signature in the card opening application. Furthermore, in the bank statement, there were 2 times he paid interest within 2 months, which Mr. HA confirmed he did not know about.
One more thing, in the card opening file there are 2 phone numbers, one of Mr. HA and another strange number. After that, the strange phone number is no longer in use. The male bank employee who previously assisted in opening the card has quit his job, and his address is unknown.
Mr. HA wondered why the bank did not immediately notify him of bad debt.
"Although I am the victim, I do not want to affect my personal image, so I want to compensate for the debt, but the bank does not agree and requires me to pay both the principal and interest that I borrowed from that credit card," said Mr. HA.
From 2016 to now, Eximbank Quang Ninh Branch and Mr. HA have met directly many times to resolve the issue but have not reached a common voice.
Mr. HA added that the bank asked him to go to the locality to confirm a form stating that he was unable to pay. Mr. HA did not agree on the grounds that if he requested such a form, it would mean that he was a fraudster.
According to Mr. HA, the bank also did not tell him how to calculate interest when it went from 8.5 million to more than 8 billion VND.
"In 2023, Eximbank Quang Ninh Branch sent me a debt reminder letter with an amount of more than 8.8 billion VND to pay. If I do not pay, I will be sued. I also want to clarify this because I myself do not know that credit card exists and who used that card to borrow money and then held me responsible," said Mr. HA.
On March 13, a debt reminder letter from the Debt Management and Asset Exploitation Company Limited - Vietnam Export Import Commercial Joint Stock Bank (Eximbank AMC) was circulated on social networking sites.
According to the document, Eximbank AMC informed a customer named PHA in Quang Ninh about a debt worth over 8.83 billion VND, of which the principal debt was only 8.55 million VND. The above information made many people curious, even surprised to see "interest on interest", so the speed of sharing was pushed up even higher.
To clarify the information that Mr. HA provided, VietNamNet contacted the media representative of Eximbank. According to the bank's media representative, this information has been sent to Eximbank AMC and the company is checking and responding.
