As a single-parent poor household, starting from July 1, 2025, Ms. Pham Thi Hoa, Tien Hai commune, is entitled to receive monthly social pension benefits according to Decree No. 176/2025/ND-CP. Although the monthly amount is not large, not having to receive cash helps her reduce hassle, save time and effort. Ms. Hoa confided: I am old this year, my health is not good, so I am very reluctant to travel a lot. Tien Hai commune currently has 1,192 people receiving monthly allowances according to the Ordinance on Preferential Treatment for Meritorious People and 2,742 people receiving social protection allowances. When implementing the policy of digital transformation in social security policy payments, the commune also encountered many difficulties due to people's habit of preferring to receive cash and being afraid of having to change to a new form of payment. To change people's awareness and thinking, the commune increased propaganda about the inevitable trend and benefits of paying social security allowances without using cash. At payment periods, the commune assigned cadres and civil servants to coordinate with the police force and banking officials to propagate, mobilize and create conditions for people to open cards immediately. Directed the front work committees of the villages to review beneficiaries. In the case of the elderly, people with disabilities who are in poor health and cannot move, they arranged for cadres to go to their homes to guide them in opening accounts. Thanks to the drastic participation of the Party Committee and the government, Tien Hai commune has so far completed opening accounts for 100% of monthly subsidy recipients. Mr. Nguyen Duc Canh, Vice Chairman of Tien Hai Commune People's Committee, said: In order to maintain the highest rate of monthly subsidy recipients via ATM cards, we will continue to closely monitor and promptly resolve any problems that arise right at the grassroots level; regularly improve the capacity of the policy implementation staff to monitor and update fully and accurately the increase and decrease of beneficiaries, thereby advising on the issuance of decisions to stop subsidies or open cards for newly arising beneficiaries.
