On July 30, the Road Maintenance Management Board (under the Department of Transport of Binh Dinh province) representing the investor said that the construction unit is urgently implementing the project of piloting the construction of 2 automatic vehicle inspection stations in the area.
These are the first two automatic inspection stations in Binh Dinh. One station was built on the new National Highway 19 at Km16 through Quy Nhon City and the other station was located at Km 11+240 on National Highway 19C through Van Canh District.
Binh Dinh's first two automatic vehicle weight inspection stations will be located on the new National Highway 19 through Quy Nhon City and Highway 19C through Van Canh District.
Two automatic inspection stations will be equipped with automatic vehicle weighing equipment on each lane, license plate recognition cameras, lane observation cameras, panoramic observation cameras and a signage system serving the weighing station.

According to the investor representative, the operation process of this load weighing system will use sensor bars to collect information about the load of every passing vehicle without having to stop the vehicle like the static weighing system.
Accordingly, the vehicle moves through the sensor installation area. Here, information about the vehicle's load will be determined and recorded at the data collector in the lane. The collection device processes the signals received from the sensor, analyzes and converts them into vehicle load information.
Meanwhile, the information processing software and video will record the license plate image and the image of the passing vehicle, the time the vehicle passed, the lane number from the lane observation camera system and the license plate reading camera.
The software then packages the weighing events into separate events corresponding to each vehicle. Each event package will include information about vehicle type, date and time, license plate, number of lanes passed; number of axles, axle load, total load, axle distance; vehicle speed, direction of travel...
After being compiled, this information is packaged into packets and sent to the monitoring operator and to other authorities (if necessary). The license plate number and the vehicle's weight will be displayed on the VMS sign placed next to the weighing station. The software at the operator will subsystem to collect inspection information, calculate and draw conclusions about overloading and then print the weighing slip.
According to the approved budget, the two automatic vehicle inspection stations are worth more than VND23 billion and will be completed and put into operation by the end of 2024, said the Department of Transport of Binh Dinh province.

According to Giao Thong Newspaper reporters, at the new weigh station installation point on National Highway 19 located at Km6 with a length of 120m, the construction unit used machinery to dig up the old road surface.
The entire old road surface in the motor vehicle lane has been dug up with a width of more than 8m.
Then, it is covered with a layer of reinforced concrete.
Finally, a 6cm thick layer of C16 asphalt concrete will be laid to ensure smooth traffic.
To ensure traffic safety on the road, during the construction and installation of these two vehicle inspection stations, there will always be traffic controllers.
Vehicles traveling on the new National Highway 19 from Tuy Phuoc district to Quy Nhon city will go on the left side of the route at the location where the inspection station is being installed.
The first two automatic vehicle inspection stations in Binh Dinh will be completed by the end of 2024 and put into operation immediately thereafter.
