Building a strong Party and political system in the new period

Talking to reporters of Gia Lai Newspaper, Radio and Television, comrade Nguyen Huu Nguyen - Party Committee Secretary, Chairman of People's Council of Chu Pah commune, said: Chu Pah commune Party Committee was established on the basis of merging 3 administrative units: Phu Hoa town, Nghia Hoa commune and Hoa Phu commune. Currently, the Party Committee has 13 grassroots Party organizations under it, 26 Party cells under the Party Committee with 910 Party members.

▪ Dear comrade, looking back at the 2020 - 2025 term, what are the outstanding results that the Party Committee and people of Chu Pah commune have achieved?

- During the 2020 - 2025 term, we faced many difficulties and challenges from the Covid-19 pandemic, climate change, unstable agricultural prices... However, thanks to the strong leadership of the Party Committee, the solidarity of the political system and the consensus of the people, the commune basically completed the targets set out in the Resolution of the Commune Party Congress.

The economic structure continues to shift in the right direction, focusing on agriculture - forestry, small-scale industry - construction and trade - services. Annual budget revenue increases steadily, total revenue for the entire term reaches 147.6 billion VND; budget expenditure is implemented strictly, in accordance with regulations, with total expenditure of 143.5 billion VND.

Three national target programs (new rural construction; socio-economic development of ethnic minority and mountainous areas; sustainable poverty reduction) were implemented synchronously, mobilizing large resources, changing the face of the countryside, contributing to improving the material and spiritual life of the people. The commune completed the elimination of 31/31 temporary and dilapidated houses (costing more than 1 billion VND); the poverty rate decreased to 0.72%. Education achieved positive results, 8/9 schools met national standards level 1.

In terms of culture and society, the quality of education and health care has been improved; 100% of households have access to the national grid. National defense and security have been maintained, military recruitment has reached 100% of the target (134 citizens enlisted). The commune has built 8 self-management models, installed 43 security surveillance cameras, contributing to ensuring peace in the area.

Regarding Party building, we identify this as a key task. The Commune Party Committee seriously implements resolutions and directives from superiors; focuses on political and ideological work; and improves the quality of Party cell activities. During the term, 125 new Party members were admitted; 94% of Party members fulfilled their tasks well; 92% of Party cells fulfilled their tasks well, many Party cells achieved excellent results. 100% of villages and residential groups have Party cells; 88.2% of Party cell secretaries are also village and group leaders; 94% of village and group leaders are Party members. The exemplary role of cadres, especially leaders, is clearly promoted.

The commune Party Committee resolutely implements solutions to prevent and repel degradation in ideology, morality and lifestyle; prevent and combat "self-evolution" and "self-transformation"; and fight against corruption and negativity. In addition, building revolutionary ethical standards associated with studying and following Ho Chi Minh's ideology, morality and lifestyle contributes to improving the leadership capacity and fighting strength of the Party organization.

▪ What major goals and orientations will this Congress set for the 2025-2030 term, especially regarding economic development and improving people's lives?

- The general goal of the next term is to build a clean and strong Party organization and political system; promote democracy and the strength of national solidarity; ensure national defense and security; effectively exploit potentials and advantages for socio-economic development; improve people's lives; and build Chu Pah commune to develop sustainably.

We identify economic development as a key task, prioritizing areas of strength such as trade - services, eco-tourism, high-tech agriculture and small-scale industry. At the same time, promote administrative reform, digital transformation; effectively mobilize social resources for rapid and sustainable development.

Researching and closely following the provincial targets associated with local realities, Chu Pah commune identified a number of specific socio-economic targets by 2030. In particular, striving for a total budget revenue of 15.5 billion VND; product value growth rate of 7.9%/year; economic structure with agriculture - forestry accounting for 62%, small-scale industry - construction 17.25%, trade - services 20.75%.

▪ Can you share the breakthrough tasks that the Commune Party Committee will focus on in the new term?

- The 1st Congress of the Chu Pah Commune Party Committee, term 2025 - 2030 took place in the context of the country achieving many achievements, while promoting the arrangement and streamlining of the apparatus. With the motto "Solidarity - Democracy - Discipline - Innovation - Development", the Party Committee, army and people of all ethnic groups in the commune are determined to build a clean and strong Party Committee and political system, with the identification of 2 groups of breakthrough tasks.

Firstly, focus on concretizing and creatively applying resolutions and policies of the Central and the province to create institutional foundations, create development momentum; ensure an open, transparent and safe legal environment for investment and business activities, and enhance local competitiveness.

Second, building a team of cadres, civil servants and public employees with sufficient qualities, capacity and prestige, equal to the tasks; investing in upgrading information technology infrastructure; building a data system to serve e-government, digital government, digital society and digital economy to better serve people and businesses.
