Staff of the Reception and Result Delivery Department of Muong Thanh Ward handed over the marriage registration certificate to the citizen.

For Mr. Nguyen Viet Hoang and Ms. Pham Thi Ngoc Ha (residing in residential group 7, Muong Thanh ward, Dien Bien Phu city), the preparation for the upcoming wedding ceremony has many special things. Before the wedding took place, they were very surprised when the Muong Thanh ward authorities invited them to the ward People's Committee headquarters to organize the handover of the Marriage Registration Certificate.

In the beautifully decorated hall, the staff of the Reception and Result Delivery Department presented the Marriage Registration Certificate to the young couple in the presence of the leaders of Muong Thanh Ward People's Committee. The leaders of the Ward People's Committee presented flowers and best wishes to the couple.

Mr. Nguyen Viet Hoang shared: “I was very surprised and happy. The Ward People's Committee's organization of handing over marriage registration certificates and blessings made our upcoming wedding ceremony more meaningful and complete. The work of the Ward People's Committee, although small, created excitement and sympathy among the people for the public authority.”

Mr. Nguyen Van Huy (temporarily residing in Muong Thanh ward) went to the ward's Reception and Result Delivery Department to complete the procedure for adjusting his birth certificate. Here, although it was not under the ward's jurisdiction, the civil servants of Muong Thanh ward enthusiastically and in detail guided Mr. Huy through the steps so that he could complete the procedure smoothly.

Mr. Nguyen Van Huy said: I am a permanent resident of Pa Pe village (Nam Thanh ward), so this procedure must be carried out at the People's Committee of Nam Thanh ward. However, when asked, the staff of Muong Thanh ward guided me through the steps and procedures to carry out the procedure. At the same time, they called to connect with the judicial staff of Nam Thanh ward so that I could come and carry out the procedure conveniently.

Muong Thanh Ward launched the "Friendly Government" model from June 25, 2024. After more than 1 month of operation, the model has demonstrated its effectiveness through the evaluation and satisfaction of people and businesses when carrying out administrative procedures. Over the past month, Muong Thanh Ward People's Committee received 70 administrative procedures, of which 67 procedures were via online public services and 3 procedures were received directly. 100% of administrative procedures were paid before the deadline.

Ms. Vu Thi Hanh, a judicial officer - civil status officer of Muong Thanh ward, said: The staff of the Reception and Result Delivery Department of Muong Thanh ward always welcomes citizens with a warm, cheerful and friendly attitude. All administrative procedures are received by us and the Ward People's Committee resolves them before the deadline for returning results according to regulations. For example, the procedure for re-registering a marriage certificate according to regulations, the time to return results is 13 working days. However, for cases that do not require multiple verifications, in many places, Muong Thanh Ward People's Committee resolves and returns results within 5 working days, 8 days shorter than the regulation. Over the past month, the Ward People's Committee has sent 1 congratulatory letter for marriage, 13 congratulatory letters for birth certificates, and 1 condolence letter to families with deceased relatives.

Mr. Ha Minh Tuan, Chairman of Muong Thanh Ward People's Committee, said: Although the "Friendly Government" model has just been built and launched for a short time, it has shown positive results. People's trust in government activities has been increasingly enhanced. In particular, the public ethics, sense of responsibility and service style of the ward's cadres and civil servants have been recognized and highly appreciated by the people.

Over the past month, Muong Thanh Ward People's Committee has sent 1 wedding congratulatory letter and 13 birth congratulatory letters.

Currently, 10/10 districts, towns and cities in the province have launched the "Friendly Government" model in communes, wards and towns with 11 pilot models. Of which, Tua Chua district alone launched 2 pilot models in 2 communes: Ta Phin and Muong Dun.

Implementing the model of "Friendly Government", the People's Committees of communes and wards have implemented the policy well: Commune and ward officials and civil servants are determined to implement "4 please, 4 always, 5 no". Commune officials and civil servants also proactively use zalo and facebook groups... to answer administrative procedures, propagate and inform about local tasks.

Regarding facilities, communes and wards build the environmental landscape of the headquarters to ensure "Bright, green, clean, beautiful, safe"; fully equip; arrange and set up working rooms neatly and scientifically , meeting the 4 criteria "Faster, more economical, more reasonable, more friendly", ensuring people can come to do transactions conveniently.

Leaders of the Provincial Party Committee's Mass Mobilization Commission and Dien Bien Dong district inspected the "Friendly Government" pilot model in Muong Luan commune.

Communes also reviewed and supplemented tables and forms; posted them at the Reception and Result Delivery Department so that people could easily look up, consult and monitor the implementation of procedures and regulations by officials and civil servants, such as: Rules and regulations for receiving people; working regulations of the Department of Reception and Handling of Administrative Procedures; fees and charges; phone numbers of officials and civil servants; addresses and "hotline" lines for receiving and handling feedback and recommendations from individuals and organizations on administrative regulations...

Ms. Vu Nhu Xo, Head of the Department of Mass Mobilization of State Agencies, Ethnic Groups and Religions (Provincial Party Committee's Mass Mobilization Committee) said: After launching the pilot models, it is expected that by May 2025, the province will organize a preliminary review of the model to evaluate, draw lessons and propose solutions towards practicality and effectiveness when implementing the model in practice. On that basis, the province will decide to replicate the model to all communes, wards and towns.

The immediate task is to continue to strengthen propaganda about the significance of building a pilot model of "Friendly Government"; creative and effective ways in implementing the model of localities. In addition, the province strengthens urging and inspecting the implementation of the pilot model by Party committees and authorities at all levels; listens to recommendations and proposals of communes and wards for the activities of the pilot model, thereby promptly supplementing missing content to ensure effectiveness and suitability with reality.
