Relief vehicles returning from the North carrying goods for transportation business, but reacting when the toll station requested payment, caused highway congestion.

Major Le Xuan Thuong, Captain of Highway Traffic Police Team No. 5, Department 6, Traffic Police Department, said that the unit had just worked with two relief vehicle drivers who were causing traffic congestion on the Da Nang - Quang Ngai Highway.

Driver NTB (from An Giang ) drove a truck with license plate 67H – 03.XXX transporting relief goods to Lao Cai on September 16. On September 19, after delivering the relief goods, B. went to Thai Nguyen to transport beer to Dong Nai and collect the transportation fee for this shipment.

At noon on September 20, when arriving at the Da Nang - Quang Ngai expressway, the inspection staff found that there was goods on the vehicle so they did not let it pass, forcing him to pay the fee. However, the driver refused. When the traffic police asked him to back up and pull over to the side of the road to avoid obstructing and jamming traffic, B. did not comply.

At the same time, driver T.D. driving vehicle 49H-01.XXX was also discovered by the toll station staff to have many goods on his vehicle such as school supplies, drinking water, metal bars... and offered to pay the toll, but D. argued, demanding to be exempted from the toll like other "wind-going" (not carrying goods) relief vehicles.

At the authorities, D. said the truck carrying relief goods departed from Lam Dong to Yen Bai, Lao Cai, etc. After all the relief goods were delivered, D. drove to Hanoi to pick up the goods and transport them to Ho Chi Minh City for personal gain. This shipment had a transportation fee of 8 million VND. Because toll stations from the North did not collect the toll, when they arrived at the station on the Da Nang - Quang Ngai highway and were asked to collect the toll, drivers T.D. and TB were upset and refused to move out of the lane.

According to Major Le Xuan Thuong, after receiving the station's report, the unit was present at the scene. At this time, the toll collection area was congested, obstructing the flow of more than 100 vehicles. The unit asked the 2 drivers to move their vehicles to the side of the road and invited them to work.

“The drivers were aware that their behavior was wrong. However, because they were returning from a relief trip, and the trip was also motivated by the love of their fellow countrymen, we mainly reminded them to correct themselves. If there are other violations or repeat offenses, they will be dealt with according to regulations,” Major Thuong shared.

Regarding the protest of relief goods vehicles on the Da Nang - Quang Ngai Expressway, the Vietnam Expressway Corporation (VEC) said that from 6 p.m. on September 13, VEC has exempted road fees for both outbound and return trips for vehicles carrying relief goods for the Northern people when passing through toll stations on 4 expressways: Cau Gie - Ninh Binh, Noi Bai - Lao Cai, Da Nang - Quang Ngai and Ho Chi Minh City - Long Thanh - Dau Giay. In case the vehicle returns with goods for trading or business purposes, the fee will be collected as usual because it has been used for purposes other than relief.

On the Da Nang – Quang Ngai route, on September 20, the unit also collected tolls from two relief vehicles of the Lam Dong delegation because they were carrying goods. Other vehicles in this delegation that did not carry goods on their way back from relief work were exempted from tolls.
