According to the content of the dispatch signed by Vice Chairman of Thai Binh Provincial People's Committee Lai Van Hoan, Thai Binh Provincial People's Committee received petitions from citizens and public opinion reflecting irregularities in exam scores in the 10th grade high school entrance exam for the 2024-2025 school year in Thai Binh province.

Based on the results of the meeting of the Party Committee, the leaders of the Provincial People's Committee; the Chairman of the Thai Binh Provincial People's Committee requested the Provincial Inspectorate to conduct an unscheduled inspection of the implementation of policies, laws, tasks and powers assigned to the Department of Education and Training (DET), the Director of the DET and related organizations and individuals in organizing the entrance exam for grade 10 of high school in the 2024-2025 school year in Thai Binh province according to the provisions of the Law on Inspection and documents guiding its implementation.
The Chairman of the People's Committee of Thai Binh province assigned the Provincial Police and the Department of Information and Communications to assign officers and civil servants with sufficient capacity, qualifications and conditions to participate in the inspection according to the provisions of the Law on Inspection, and send the list to the Thai Binh Provincial Inspectorate before 2:00 p.m. on July 30 (before making the list, the units discussed and agreed with the Provincial Inspectorate on the number).
If deemed necessary, the Provincial Inspectorate may invite additional officers and civil servants from other agencies and units to participate in the inspection, ensuring objectivity, accuracy and compliance with legal regulations.
In addition, the Chairman of the Thai Binh Provincial People's Committee also requested the Thai Binh Department of Home Affairs to preside over and coordinate with relevant units to advise the Party Committee of the Provincial People's Committee to report to the Standing Committee of the Provincial Party Committee to consider and decide to temporarily suspend the Director of the Department of Education and Training to serve the inspection activities, ensuring compliance with regulations.
Previously, Ms. PTD (born in 1977, residing in Nam Hong commune, Tien Hai district, Thai Binh province) filed a complaint about irregularities in the 10th grade entrance exam for the 2024-2025 school year in Thai Binh province to the authorities and the press.
Ms. PTD was upset: “The entrance exam for grade 10 of the 2024-2025 school year in Thai Binh province took place from June 6 to June 8, and on June 16, the exam scores were announced and looked up. When seeing the exam scores, my family and many parents, students, and teachers of junior high schools across the province were extremely surprised and upset because the scores did not accurately reflect the students' test results. Despite being encouraged, my children and grandchildren were mentally shocked, depressed, and mentally unstable. Parents always had to keep an eye on them and were not able to work with peace of mind for a whole month.”
Some honor papers for the 10th grade entrance exam for the 2024-2025 school year in Thai Binh had unusually high test scores before and after the review.
According to Ms. D., entering the above entrance exam, her son was an excellent student in Math, and in grade 9 he was selected to attend a key school in the district to train for the provincial level excellent student exam. In the recent 10th grade entrance exam, he registered to take the exam for Thai Binh Specialized High School.
“On the day of the exam, I self-rated my ability as a 9.75 for regular math, 8 for literature and English, and 5.5 for specialized math. However, when I received the exam results, I only got a 6.75 for regular math, 4.25 for specialized math, 7.5 for literature, and 7.8 for English,” said Ms. D.
After that, Mrs. D's family and many other parents submitted a request for review. As a result, her son's regular math score increased from 6.75 to 9 points, a difference of 2.25 points.
Attached to the above application, Ms. D. provided a list of 18 registration numbers of candidates taking the 10th grade entrance exam for the 2024-2025 school year in Thai Binh, which she confirmed had also changed, with a large difference in scores after the review.
All of these candidates' scores increased after the review, except for candidate number 260xxx whose Math score increased from 3.75 to 9.5 points, a difference of 5.75 points.
In addition, Ms. D. also pointed out some other abnormalities such as the case of candidate number 300xxx, whose regular Math score was 10 points but specialized Math score was only 0.75. Meanwhile, with candidate number 300xxx, the regular Math score was only 3.5 but specialized Math score was 8 points.
