On the afternoon of September 28, the Plant Protection Department (Ministry of Agriculture and Rural Development) held a conference to disseminate legal regulations on plant quarantine for import and export and propose solutions to help facilitate the import and export of goods of plant origin.
According to the Plant Protection Department (PPD), in the first 8 months of 2023, fruit and vegetable export turnover increased by more than 57% over the same period last year, reaching 3.45 billion USD and it is forecasted that fruit and vegetable exports in 2023 will reach 5 billion USD.
Currently, in plant quarantine work, the system of legal documents, standards and regulations on plant quarantine is basically completed, in harmony with international practices and suitable for Vietnam's production conditions.

In response to the request to promote market opening, Mr. Huynh Tan Dat, Director of the Plant Protection Department, said that the department will continue to clarify key steps in plant quarantine work such as quarantine inspection of exported goods; issuance of plant quarantine certificates for export and re-export; issuance of food safety notices for exported plant-origin goods; control of the export of rare plant species; prevention of export of shipments that do not meet the plant quarantine regulations of the importing country and support for quick export procedures for qualified goods.

Specifically, the issuance of a phytosanitary certificate for export or re-export requires checking the validity of the growing area code, the packaging facility, and checking compliance with the conditions for granting the certificate.
According to international practice, fresh fruits and vegetables need a phytosanitary certificate for export such as dragon fruit, longan, lychee, mango, rambutan, star apple, lemon, grapefruit, mangosteen, watermelon, jackfruit, banana, black jelly and sweet potato exported to China, the United States, Australia, New Zealand, Korea, Japan, EU, Thailand... to ensure compliance with regulations on phytosanitary, food safety as well as traceability.
For imported plant quarantine work, it is necessary to comply with regulations and procedures for imported plant quarantine, food safety of imported plant-origin goods, quality of imported animal feed, issuance of transit plant quarantine certificates, etc.
