Deserving to be the central driving force of industrialization and modernization

On the afternoon of September 29, in Hanoi, the Ministry of Science and Technology held a ceremony to celebrate the 80th anniversary of the post and telecommunications sector, the 66th anniversary of the science and technology sector and the 1st Patriotic Emulation Congress. Attending the ceremony were comrades: former General Secretary Nong Duc Manh; Prime Minister Pham Minh Chinh , Politburo member, Secretary of the Government Party Committee; Phan Dien, former Politburo member, former Standing member of the Secretariat; Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission.

Also attending were Party Central Committee members: Nguyen Thanh Nghi, Head of the Central Policy and Strategy Committee; Nguyen Chi Dung, Deputy Prime Minister; Le Minh Hoan, Vice Chairman of the National Assembly; Nguyen Manh Hung, Minister of Science and Technology; former leaders of the Party, State, Vietnam Fatherland Front; generations of leaders of the postal, telecommunications, science and technology sectors.

Delivering a speech reviewing the glorious journey, comrade Nguyen Manh Hung, member of the Party Central Committee, Minister of Science and Technology, affirmed that over the past eight decades, the postal, telecommunications, and science and technology sectors have not only contributed to building the foundation of an independent and self-reliant country, but also sowed the seeds of knowledge and the spirit of continuous innovation for future generations.

In the new period, the Ministry of Science and Technology orients the development of a knowledge-based economy based on science and technology, innovation and digital data. Building technological autonomy in strategic areas in the spirit of "Make in Vietnam". Vietnam becomes the innovation center of the ASEAN region, the continent and the world, a start-up nation based on digital technology and innovation.

The Ministry focuses on building modern infrastructure and high-quality human resources for the following fields: science, technology, innovation, post and telecommunications, digital infrastructure, digital technology industry, digital transformation, intellectual property, standards-measurement-quality and nuclear energy; with special attention to artificial intelligence infrastructure, linked to digital sovereignty and Vietnam's digital position.

Science, technology, innovation and digital transformation must be directed towards solving the country's strategic problems, in order to improve competitiveness, national governance, labor productivity, economic growth, ensure national defense and security and improve the quality of life of the people. Connecting the State - Institutes - Enterprises to direct science and technology towards solving practical problems.

Speaking at the ceremony, General Secretary To Lam emphasized that this is an opportunity to review glorious traditions, affirm great achievements, and pay tribute to the contributions of many generations of cadres, soldiers, scientists, businessmen, and workers; and at the same time clearly define the vision and tasks in the new development stage of the science and technology sector.

The General Secretary acknowledged that the post and telecommunications sector has taken the lead in digitalizing networks, bringing the Internet to Vietnam since 1997, opening up new spaces for learning, production, business, entertainment, and integration.

Up to now, the network has widespread coverage, 4G reaches nearly 100% of the population, 5G is being deployed and Vietnam is among the few countries that have successfully designed and manufactured 5G equipment. The postal service is increasingly modern, applying digital technology to become the infrastructure for e-commerce and logistics.

The science and technology sector has achieved many outstanding achievements: research on high-yield rice varieties, contributing to making Vietnam one of the pillars of global food security; mastering vaccine production technology that meets international standards; successfully performing many complex organ transplants...

Affirming that the merger of the two postal and telecommunications and science and technology sectors is a strategic decision, demonstrating the vision of the Party and State, the General Secretary stated that the merger is to concentrate, avoid dispersion; so that each investment resource is used effectively; so that businesses, scientists and people have a reliable address to accompany and support.

The Ministry of Science and Technology must take the lead in successfully implementing Resolution No. 57-NQ/TW of the Politburo; take drastic actions, concretize the resolution with practical and effective actions, create clear changes in practice, and spread strongly throughout society.

The General Secretary emphasized three key pillars that the Ministry and the science and technology sector need to focus on in the coming time. First of all, with its advisory and creative functions, the Ministry must proactively propose and perfect the legal system, mechanisms and policies to encourage innovation and promote digital transformation; quickly issue outstanding policies, have testing mechanisms for new technologies; at the same time, boldly empower and protect those who dare to think, dare to do, dare to take responsibility for the common good.

With the state management function, the Ministry must orient and lead the development of strategic cutting-edge technology fields such as semiconductor industry, artificial intelligence, biotechnology, new materials, nuclear energy for peaceful purposes, ensuring energy security, serving green and sustainable development, etc.

At the same time, focus on building a modern, synchronous, and secure national digital infrastructure, considering it the central nervous system of national governance and the development of the digital economy and digital society. In choosing technology, do not chase after cheap, outdated solutions but be determined to take shortcuts, take the lead, access advanced technology, and participate deeply in the global value chain.

With the function of connecting and coordinating, the Ministry must promote the mobilization and effective use of resources for science and technology; increase the proportion of budget expenditures and encourage enterprises and venture capital funds to participate. Investment in science and technology, innovation and digital transformation must be considered a long-term strategy, accepting delays and risks, but must be steadfastly pursued. At the same time, there must be a special mechanism to attract and promote domestic and foreign talents; encourage innovative startups, and link university and postgraduate training with practical needs.

Regarding the emulation movement, the General Secretary requested that it must be specific, practical, linked to results, and avoid formality. Each year, each unit needs to register and implement at least one initiative, one innovative project that has a direct impact on socio-economic development and improving people's lives. Each agency, each scientist, each enterprise should compete with specific, practical initiatives, projects, and products.

On this occasion, the General Secretary gave the 10 words "Autonomy-Intelligence-Technology-Breakthrough-Integration", wishing the entire industry to promote the spirit of patriotic emulation, innovation and creativity, successfully complete its glorious mission, worthy of being the central driving force of the industrialization and modernization cause, bringing Vietnam steadily forward.

On behalf of the Party and State leaders, General Secretary To Lam awarded the First Class Labor Medal to the Ministry of Science and Technology for its outstanding achievements in advising on science and technology development, innovation and digital transformation, contributing to the cause of national construction and defense.

Comrade Nguyen Manh Hung, member of the Party Central Committee, Minister of Science and Technology, Major General, former Chairman and General Director of the Military Industry-Telecoms Group (Viettel) was awarded the First Class Fatherland Protection Medal for his outstanding achievements in research and application of science and technology combined with national defense and security, contributing to the cause of building the Army, strengthening national defense and protecting the Fatherland.
