Request to completely handle self-opened walkways across railways

(Baothanhhoa.vn) - Vice Chairman of the Provincial People's Committee Mai Xuan Liem requested communes and wards with railways passing through to coordinate with Vietnam Railways Corporation to urgently organize the clearance of locations violating railway traffic safety corridors; fence off and remove as many self-opened paths in the area as possible without having to build auxiliary works.

On August 4, 2025, the People's Committee of Thanh Hoa province issued Official Dispatch No. 12670/UBND-CNXDKH on strengthening the implementation of work to ensure order in traffic safety corridors and thoroughly handle self-opened paths across railways.

In this dispatch, Vice Chairman of the Provincial People's Committee Mai Xuan Liem directed the Department of Construction to preside over and coordinate with the following units: Provincial Police, Department of Finance, People's Committees of communes and wards with railways passing through and related units to study the contents of Official Dispatch No. 1718/CĐSVN-PCTT dated July 29, 2025 of the Vietnam Railway Authority on strengthening the implementation of work to ensure order in traffic safety corridors and thoroughly handle self-opened paths across railways; based on assigned functions and tasks, organize implementation according to regulations; promptly report to the Chairman of the Provincial People's Committee on contents beyond authority.

In particular, focus on strengthening the dissemination of the Railway Law and related guiding documents on railway traffic safety and order, especially traffic rules at railway-road intersections to all people to improve legal understanding and strict compliance.

The People's Committees of communes and wards with railways passing through shall strengthen the organization of implementation of the responsibility of managing and protecting railway infrastructure according to the provisions of Decree No. 56/2018/ND-CP dated April 16, 2018 of the Government regulating the management and protection of railway infrastructure.

Localities should coordinate with Vietnam Railways Corporation to urgently organize the immediate clearance of locations violating railway traffic safety corridors; review and determine the locations of self-opened walkways that are dangerous to traffic safety, and implement fences and closures, eliminating as many self-opened walkways in the area as possible without having to build auxiliary works (reservoir roads, overpasses, etc.).

For self-opening paths that cannot be fenced off or eliminated in 2025, it is required to apply measures to ensure traffic safety: Organize traffic flow for motor vehicles crossing the railway at legal level crossings, minimize heavy transport vehicles traveling through self-opening paths; maintain a full system of signs and warning signs at intersections between roads and railways; arrange human resources to guard traffic safety at self-opening paths that pose a high risk of traffic accidents; prioritize funding for investment in the construction of service roads and other auxiliary works to eliminate self-opening paths, ensuring safety for people.
