Investing in many large projects
In the context of many economic fluctuations, over the past 5 years, Hai Phong has always focused on increasing the proportion of budget investment in infrastructure, thereby promoting economic growth.
The Nguyen Trai Bridge construction investment project will start at the end of 2024. This bridge is considered one of the special, large-scale traffic works with a total investment of more than 6,200 billion VND. Nguyen Trai Bridge is not only a pure traffic work but also a symbol of the aspiration to reach out to the sea.
The cable-stayed bridge with two towers simulating the image of sails reaching out to sea, represents the city's vision and determination to develop. The project is funded from the local budget, including additional resources from the "reward for exceeding budget revenue" policy according to specific mechanisms and policies.
Another large-scale infrastructure project is the Ring Road 2 section Tan Vu - Hung Dao - Bui Vien Street with a total investment of about 7,000 billion VND. This is the project with the highest capital allocation among the city's key projects in 2025. The completed route will help complete the urban transport network, creating momentum to connect key economic areas, promoting trade and development.
Recently, on August 19, Hai Phong city simultaneously started construction on 6 major projects, which are of great significance to social security and the development of the city's traffic infrastructure in both the western and eastern areas of the city.
According to the Department of Finance, in 2025 alone, the entire city has 21 key projects being implemented, with a total capital plan of more than 11,851 billion VND. Notably, 11 projects use budget capital allocated to more than 9,740 billion VND, accounting for more than 37% of the total public investment capital plan.
In fact, over the past 5 years, the city's infrastructure system, especially its transport infrastructure, has been invested in synchronously and modernly, creating inter-regional and international connections, especially Lach Huyen Port and Cat Bi International Airport.

Strategic and synchronous investment is not simply about building new projects, but also a strategic step to affirm the economic position of the Port City, a dynamic and multi-dimensional growth pole of the Northern region.
Continue to invest in key infrastructure

The success in mobilizing and effectively using budget capital is the result of the correct orientations and policies of the City Party Committee, People's Council and People's Committee. The city's consistent goal is to focus resources on creating strategic infrastructure, creating a foundation for breakthrough development.
To consolidate its position as a leading growth pole, Hai Phong city continues to have breakthrough strategic orientations on transport infrastructure.
According to the Draft Political Report submitted to the City Party Congress for the 2025-2030 term, the focus of the coming period is to restructure budget expenditures, reduce the proportion of regular expenditures and gradually increase investment expenditures, striving that by 2030, the proportion of development investment expenditures will account for 60% of the city's total budget expenditures.
Resources will be allocated in a focused manner, prioritizing key infrastructure projects with strong spillover effects, creating momentum to attract non-budgetary investment sources, while eliminating the situation of scattered and fragmented investment.
Some key and outstanding projects will be focused on in the coming term, such as the Ninh Binh - Hai Phong expressway project through the city; completing the 2nd and 3rd ring roads and the roads connecting to the old Hai Duong province to ensure even and harmonious development between regions. Renovating and upgrading the Hanoi - Hai Phong railway line and focusing investment resources on the Lao Cai - Hanoi - Hai Phong route, creating a corridor connecting seaports and northern provinces, and at the same time researching and implementing an urban railway line linked to the national railway.
The city also continues to upgrade the seaport and aviation systems, identifying these as two strategic spearheads that need to be prioritized for investment to improve exploitation capacity and anticipate global trends. The city strengthens regional connectivity and the inland waterway system, proactively coordinating with Hanoi, Quang Ninh and some neighboring provinces to promote effective regional connectivity in the fields of transportation, tourism, logistics, etc.
The city’s infrastructure investment orientation in the coming period shows a strategic and comprehensive vision. Concentrating resources on key projects will create new development drivers, contributing to consolidating its position as a logistics center, creating a spillover force, and economic growth pole of the region and the whole country.
Hai Phong City continues to focus on investing in key projects, developing road, railway and logistics infrastructure with convenient domestic and international connections according to the multimodal transport model.
