14 Resolutions were passed at the 24th Special Session - 10th Provincial People's Council

On the afternoon of June 15, the Provincial People's Council held the 24th Session (Special Session) - Provincial People's Council, term X, 2021 - 2026. Comrades: Kim Ngoc Thai, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Duong Thi Ngoc Tho, Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Council; Kien Quan, Member of the Provincial Party Committee, Vice Chairman co-chaired the session.

Also attending the meeting were comrades: Ngo Chi Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of the XVth term of Tra Vinh province; Lam Minh Dang, Deputy Secretary of the Provincial Party Committee; Le Van Han, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Thanh Binh, member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee; Vice Chairmen of the Provincial People's Committee; delegates of the 10th Provincial People's Council; representatives of leaders of provincial departments, branches and sectors; Chairmen of the People's Committees of districts, towns and cities of the province.

Director of the Department of Finance Nguyen Van Phuong presented the draft resolutions at the meeting.

At the meeting, the Provincial People's Council delegates listened to the presentations of draft Resolutions by specialized agencies and listened to the Economic - Budget Committee of the Provincial People's Council report on the inspection of the economic - budget field.

Director of the Department of Agriculture and Environment Tran Truong Giang presented the draft resolution at the meeting.

After reviewing and discussing, the Provincial People's Council delegates voted and passed important Resolutions such as: approving the 2024 budget revenue and expenditure settlement; assigning the Provincial People's Committee to decide on the use of salary reform sources to pay for regimes and policies according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government; supplementing the budget estimate, supplementing with targets and adjusting the 2025 budget estimate (phase 4); regulations on decentralization of revenue sources, expenditure tasks and percentage (%) divided for each local budget level of Tra Vinh province for the period 2022 - 2025; adjusting the medium-term public investment plan of provincial budget capital for the period 2021 - 2025 (phase 11); assigning and adjusting the public investment plan of provincial budget capital in 2025 (phase 4); Prescribing the collection of fees and charges for providing online public services in Tra Vinh province.

Comrade Duong Thi Ngoc Tho, Member of the Provincial Party Standing Committee, Vice Chairwoman of the Provincial People's Council presented the draft resolution at the meeting.

Comrade Le Van Han, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee spoke at the meeting.

The Provincial People's Council delegates also passed the Resolution approving the plan to dissolve the Credit Guarantee Fund for small and medium-sized enterprises in Tra Vinh province; approved the plan to dissolve the Land Development Fund of Tra Vinh province; amended a number of clauses of Article 1 of Resolution No. 08/2022/NQ-HDND dated July 7, 2022 of the Provincial People's Council regulating fees in the field of natural resources in Tra Vinh province; approved the addition of the List of works and projects that must recover land in 2025 in Tra Vinh province; approved the addition of the List of projects that must change the purpose of land use with rice-growing land area according to the planning in 2025 in Tra Vinh province; Abolish Point b, Clause 4, Article 1 of Resolution No. 34/NQ-HDND dated June 29, 2024 and abolish the entire Resolution No. 79/NQ-HDND dated December 9, 2024 of the Provincial People's Council and the Resolution on the 24th session (special session) - Provincial People's Council, Term X.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Kim Ngoc Thai delivered a concluding speech at the meeting.

Concluding the session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Kim Ngoc Thai requested the Provincial People's Committee to focus on directing provincial departments, branches and localities to urgently organize the implementation of the Resolutions just passed by the Provincial People's Council. Strengthening leadership and direction, drastically and closely coordinating between branches and localities in implementation, especially disbursement of public investment capital, promptly removing, guiding and resolving shortcomings in implementation, especially key projects and works of the province in 2025. Paying promptly and in accordance with the provisions of the policy according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government for retired and laid-off subjects.

For party committees and authorities at all levels, continue to strengthen direction for media agencies and socio-political organizations to promptly disseminate information and propaganda on the People's Council Resolution and the results of the session to all voters and people for monitoring and supervision.

The Standing Committee of the Provincial People's Council, the Committees and Delegation Groups of the Provincial People's Council, and the Provincial People's Council delegates shall promote their role in supervising the implementation of the recently passed Resolutions, grasp the implementation situation to propose timely adjustments and corrections.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Kim Ngoc Thai emphasized: after this session, the People's Council will organize a regular session in mid-2025 (expected to take place on June 25-26, 2025). The Standing Committee of the Provincial People's Council requested the Provincial People's Committee to direct the provincial departments, branches and localities to proactively review all work under the responsibilities, functions and tasks of their branches and units that need to be consulted or under the authority of the Provincial People's Council to consider and decide, and promptly prepare the contents for the Provincial People's Council to consider and decide.
