Accordingly, 26 original artifacts were returned to policy beneficiaries in Trieu Hoa, Trieu Trach, Trieu Giang, Trieu Do, Trieu Son and Trieu Thuan communes, including Liberation Soldier Medals, Resistance Medals, Glorious Family Plaques, etc.

These are cases where documents and physical evidence were submitted for a request to reissue the certificate 15 years ago due to damage or tearing, but it has not been resolved due to regulations to stop stamping the certificate.

According to the leader of the Provincial Emulation and Reward Board, the reason why hundreds of policy beneficiaries in the province have not been able to have their medals exchanged or reissued is due to problems at the central level.

According to the wishes of many subjects, if it is not possible to exchange or reissue medals and medals due to regulations, then the documents and originals of the artifacts should be returned. Therefore, the unit has been reviewing and comparing to continue the process of exchanging and reissuing for qualified documents; and for documents that cannot be implemented, the Central Emulation and Reward Committee will continue to return the documents to the People.

Regarding this issue, Quang Tri newspaper previously published an article: "When will the resistance medals and medals of policy beneficiaries be exchanged?" reflecting the situation of hundreds of certificates of merit, medals and medals of policy beneficiaries in Quang Tri province that were sent by the local authorities to the competent authorities requesting to exchange or reissue due to damage, tearing or loss 15 years ago. However, to date, the exchange or reissuance has not been carried out. Although the local government and policy beneficiaries have made many requests, the issue remains open.
