The Ministry of Construction has just requested the Thang Long Project Management Board to urgently complete the acceptance procedures and handover of the new Phong Chau Bridge Project on National Highway 32C, Phu Tho. The project, implemented under the Emergency Construction Order, has reached more than 90% of the volume by early September 2025.

The remaining items such as asphalt concrete pavement, bridgehead roads, lighting systems, traffic safety, riverbank reinforcement, etc. must be accelerated to open to traffic soon, ensuring safe and effective exploitation. The Ministry of Construction requires the completion of acceptance work before September 23, 2025, striving to open to traffic at the end of September and complete in October 2025.

The new Phong Chau Bridge is 383.3 m long and 20.5 m wide, with a total investment of more than 635 billion VND, to overcome the collapse of the old bridge, connecting Tam Nong district with Lam Thao, facilitating traffic, developing the economy - society and ensuring national defense and security in the area.

Notably, the project saved nearly 197 billion VND compared to the plan. This capital is being proposed to upgrade the road connecting the bridge with the inter-regional road, expected to be implemented in the 2025-2027 period.

New direction of Government leaders on Lien Chieu port construction investment project

Deputy Prime Minister Tran Hong Ha has just requested the People's Committee of Da Nang City to review and report to the Prime Minister the implementation plan and completion deadline of the Lien Chieu Port Project before September 25, 2025, and periodically update the progress every month. The city needs to urgently carry out procedures according to regulations, ensuring publicity and transparency in selecting investors, and not wasting resources.

Hanoi approves new route connecting National Highway 32

Vice Chairman of Hanoi People's Committee Duong Duc Tuan has just signed Decision No. 4691/QD-UBND approving the plan for a 2.7 km long route, connecting from the National Highway 32 intersection via Cong Bridge to the National Highway 32 bypass (section from Military Hospital 105 to Vinh Thinh Bridge), in Son Tay Ward.

The route is identified as the main road of the area, with a cross-section width of 35 m, including 4 lanes, sidewalks on both sides of 7.5 m each, the median strip will be designed in detail at the investment project preparation stage. The route direction is guaranteed to be consistent with approved plans.

The intersections will be organized at the same level as existing roads and planned roads in the area. The City People's Committee assigned the Department of Planning and Architecture to confirm the documents, while the Son Tay Ward People's Committee is responsible for public announcement, boundary marking, planning management, and handling violations if they arise.

The Prime Minister requested to focus on promoting disbursement of public investment capital in 2025.

Prime Minister Pham Minh Chinh signed Official Dispatch No. 162/CD-TTg on September 11, requesting ministries, branches and localities to focus on promoting disbursement of public investment capital in 2025.

By the end of August, disbursement reached 46.3% of the plan, higher than the same period in 2024; however, many ministries, agencies and localities still had a rate below the average. The Prime Minister emphasized that this is an urgent and strategic task, playing a role in promoting growth, stabilizing the macro-economy and creating livelihoods for the people.

The head of the Government requested ministries, branches and localities to thoroughly grasp the direction and consider disbursement as a key political task; make detailed plans for each project; speed up site clearance, handle land problems, transfer capital appropriately and periodically report on progress.

The Prime Minister also requested to strengthen discipline and strictly handle irresponsible and negative officials; at the same time, requested the Ministry of Finance and relevant agencies to closely monitor and promptly propose solutions to ensure 100% disbursement of the 2025 plan.

Revealing investment plan for Da Nang - Hoi An urban railway line

The Da Nang - Hoi An urban railway line was proposed by Deo Ca Group and many domestic and foreign partners to be invested under the TOD model and PPP method. This plan is considered feasible, reduces the budget burden and can be started immediately after approval.

The project consortium includes KITA Group, FUTA Group, VPBank, TPBank and many international consulting, technology and engineering units. Flexible PPP contract options such as BT, BTL or BOO, linked to land fund and TOD project operation rights. The proposal targets completion by 2030, then extending to Tam Ky and Chu Lai to connect the region.

The People's Committee of Da Nang City affirmed that it will carefully review the documents, select suitable investors, and ensure transparency. In the planning until 2045, the city plans to develop 11 urban railway lines with a length of 131 km, forming a modern transport network associated with tourism and services.

Quang Tri attracts more than 84,000 billion VND in investment in 8 months

In the first 8 months of 2025, Quang Tri approved investment policies for 145 domestic projects with a total capital of more than VND 84,178 billion, 4.5 times higher than the same period in 2024. Many large projects focus on urban and energy sectors, such as the mixed urban area west of Le Ky river of more than VND 13,800 billion, Cam Lo wind power plant of VND 6,500 billion and the Quang Tri Win wind power project chain of over VND 5,000 billion.

The province also recorded 1 new FDI project worth 3 billion VND, along with 2 capital contributions and share purchases of more than 10.8 million USD and 2 projects increasing capital by 16.56 million USD. Key energy projects such as Quang Trach I Thermal Power Plant, La Trong Hydropower Plant and LNG Quang Trach II continue to be accelerated.

Tourism grew strongly with 7.8 million visitors, revenue of more than VND8,000 billion, up 22% over the same period. Budget revenue reached VND9,499 billion, up nearly 28%. The Ho Chi Minh City – Trung Luong – My Thuan Expressway expansion project, which is over 96 km long, will be implemented under the PPP method, BOT contract, with a total capital of about 41,372 billion VND. A consortium of many large infrastructure enterprises has proposed to implement it.

The route will expand the Ho Chi Minh City - Trung Luong section to 8 lanes, reaching the speed standard of 120 km/h; the Trung Luong - My Thuan section will be expanded to 6 lanes, reaching the speed standard of 100 km/h. The project will also add an automatic toll collection system, intelligent traffic system (ITS), and rest stops of 15 - 20 hectares to meet long-term needs.

The project requires nearly 96 hectares of land for site clearance, and is expected to start construction in 2025, complete in 2028, and be operational for about 21 years. The expressway expansion will reduce congestion, synchronously connect the traffic infrastructure of the West - Ho Chi Minh City - Southeast, create momentum for regional economic development, and ensure national defense and security.

Ho Chi Minh City determines boundaries of TOD land plots along metro line 2

The Ho Chi Minh City People's Committee has just assigned the Urban Development Management Board to coordinate with departments, branches and 14 wards to review the zoning plan and determine the boundaries of the TOD area (urban development associated with public transport) along metro line 2 Ben Thanh - Tham Luong.

The city prioritizes 4 areas with large land funds including Le Thi Rieng station, Bay Hien station, Pham Van Bach station - Tan Binh station and Tham Luong depot. Units will evaluate the current status of land use, legal status, technical and social infrastructure to propose planning adjustments in accordance with the urban development orientation associated with metro.

The land currently occupied by the Tan Binh District Exhibition and Sports Center (old) will be planned as TOD along metro line 2.

The Department of Construction is assigned to guide the preparation of review reports, appraisals and submission to the City People's Committee for approval of local adjustments to the plans. The Department of Agriculture and Environment coordinates in reviewing public land funds and land leased by state-owned enterprises within the TOD area.

Metro Line 2 is more than 11 km long, with a total adjusted capital of nearly 47,900 billion VND. After many problems with ODA capital, Ho Chi Minh City decided to switch to budget investment and is expected to start construction at the end of 2025, while auctioning TOD land fund to reinvest in infrastructure.

Removing "bottlenecks" at the intersection from Nhat Le II bridge to Dong Hoi bypass

Quang Tri Provincial People's Committee has approved the project to build the intersection of Dien Bien Phu Street with Dong Hoi bypass, connecting with the North-South Expressway. The project is invested by Dong Hoi Environment and Climate Change Project Management Board, with a total capital of 20.2 billion VND from the provincial budget.

The project aims to complete Dien Bien Phu route, ensuring smooth connection with National Highway 1, coastal road, Ho Chi Minh road and North-South expressway, thereby creating momentum for socio-economic development in Dong Hoi and Quang Tri areas.

Previously, the route from Nhat Le II Bridge to Dong Hoi bypass, although basically completed, could not be opened for many years due to problems at the intersection. The reason was that the BOT investor of Dong Hoi bypass was concerned about the impact on toll revenue.

According to the plan, the intersection will be built as an at-grade intersection, with traffic lights, additional left-turn lanes, and expanded intersection space. The project is expected to be completed by the end of the second quarter of 2026, after site clearance work is completed.

Proposal to invest in the 800 billion VND coal transit and processing warehouse project in Quang Tri

Vietnam National Coal and Mineral Industries Group (TKV) has just worked with the Standing Committee of Quang Tri Provincial Party Committee, proposing to invest in a coal transit, processing and blending warehouse in the Southeast of My Thuy port, in the Southeast Quang Tri Economic Zone.

The project has a total estimated capital of 800 billion VND, an area of ​​40 hectares, a capacity of 4-5 million tons/year and can be expanded to 8-10 million tons/year. The goal is to ensure a stable supply of coal for thermal power plants and complete the task of importing 5 million tons of coal from Laos to Vietnam.

The project has not yet been approved in principle due to the lack of adjustments to the general planning of the Southeast Economic Zone. TKV leaders proposed that Quang Tri province soon approve the adjustment of the planning and implementation location.

The Secretary of the Quang Tri Provincial Party Committee requested the Provincial People's Committee to direct departments and branches to promptly handle the petition, remove obstacles and ensure compliance with the law. The Chairman of the Provincial People's Committee committed to soon completing the planning adjustment procedures and supporting businesses in implementing the project.

Ministry of Construction supports early investment in East-West expressway through Lam Dong

The Ministry of Construction has just responded to Lam Dong voters' petition to supplement the planning of the East-West expressway connecting the Central Highlands with the Coastal Region. This is considered a strategic corridor, not only expanding the space for economic development but also having important significance for national defense, security and protection of the western border.

According to the Ministry of Construction, the current national road network planning does not have an expressway along this axis, the connection is still via National Highways 55, 28 and 28B. However, to promote industry, urban areas, services, tourism and agriculture, and facilitate the transportation of goods and export of agricultural products, it is necessary to study and invest in the Phan Thiet - Bao Loc - Gia Nghia expressway.

The Ministry of Construction affirmed that it will coordinate with the People's Committee of Lam Dong province to review and supplement the planning when the locality has a need for early investment, thereby serving as a basis for implementation and meeting the socio-economic development requirements of the province.

Quang Tri Economic Zone Management Board said that My Thuy Port Project has basically completed procedures and site clearance phase 1 with an area of ​​133.67 hectares. The 320-meter long breakwater has been completed, while the wharf and embankment behind wharfs 1 and 2 have reached more than 53% of the volume. Dredging of the shipping channel, turning basin and area in front of the wharf has been implemented over 10%.

MTIP aims to put Terminal 1 into operation in November 2025, Terminal 2 in March 2026; and start construction on Terminals 3 and 4 in September 2025. The Government also directed Quang Tri province and the Ministry of Construction to study the development of free trade zones and add My Thuy II Port in the direction of applying green technology and digitalization.

My Thuy Port Project has a scale of 685 hectares, 10 wharves, total capital of 15,000 billion VND, capacity to receive 100,000-ton ships. Phase 1 (2018-2025) will build 4 wharves with capital of nearly 5,902 billion VND; the following phases will continue to expand from 2026 to 2036.

The Ministry of Finance has just sent a document to Deputy Prime Minister Ho Duc Phoc, clarifying the capital mechanism for the Cam Lo - Lao Bao Expressway PPP Project (Quang Tri). The project is currently in the pre-feasibility study report stage, with the total investment amount having been initially determined. The Ministry of Construction estimates the capital rate at about VND204 billion/km, which is in line with projects of the same scale.

The People's Committee of Quang Tri province proposed allocating about VND8,803 billion from the central budget for the 2026-2030 period for direct support, considering this a key condition to ensure financial feasibility and attract investors. The Ministry of Finance emphasized that the appraisal of the total investment and the ability to balance capital must comply with the Law on Public Investment, and at the same time proposed assigning the Ministry of Construction to coordinate with the province to complete the dossier.

The Cam Lo - Lao Bao project has been added to the list of important national projects, playing a role in connecting the East - West Economic Corridor from the Central seaport to Laos and Thailand. The implementation is expected to reduce the load on National Highway 9, promote border gate economy, logistics and develop infrastructure in the Central - Central Highlands region.

Proposal to invest 28,500 billion VND to build Can Tho 2 bridge across Hau river

The My Thuan Project Management Board has just submitted to the Ministry of Construction for appraisal the Pre-feasibility Study Report of the Can Tho 2 Bridge Project and the approach roads at both ends of the bridge. The total length of the project is about 17.2 km, of which the main bridge over the Hau River is 1.1 km long, using a cable-stayed structure, the rest is the approach road and viaduct.

The project is proposed with two options: a separate expressway and railway bridge, with an investment capital of about VND24,265 billion; or a combined road and railway bridge, with an investment capital of about VND28,455 billion. The expected source of funding is the State budget, with construction starting in 2026 and basically completed in 2030.

Can Tho 2 Bridge is the final piece of the North-South Expressway in the East of the Mekong Delta, connecting My Thuan - Can Tho Expressway with Can Tho - Ca Mau Expressway. The project is expected to reduce the load on National Highway 1, ensure traffic safety, promote socio-economic and cultural development and strengthen national security and defense in the Southwest region.

Quang Tri invites investment in Hung Bac wind power project worth 1,100 billion VND

The People's Committee of Quang Tri province has just announced the invitation for investment in the Hung Bac Wind Power Plant project with a total capital of 1,100 billion VND, deployed in Tan Lap and Khe Sanh communes, with a capacity of 30 MW. The project is expected to be implemented from 2025 to 2027, aiming to supplement the local renewable energy supply.

According to the plan, the land area for long-term use is about 10.5 hectares, including turbine foundations, internal roads, management and operation buildings and auxiliary items. During the construction process, the investor will temporarily use about 9 hectares of land to gather equipment and open roads, and then return it.

The project was approved by the Provincial People's Committee for investment policy on August 26, and the investor was selected through bidding. The joint venture of Hung Bac Energy Investment Joint Stock Company and Hoang Hai Quang Tri Energy Investment One Member Co., Ltd. submitted the proposal in March 2025. The project is expected to start construction in the third quarter of 2026 and be operational in the fourth quarter of 2027.

Bac Ninh seeks opinions for 55 MW wind power project

Bac Ninh province is seeking comments on the Bac Giang 2 Wind Power Plant Project proposed by ENERTRAG Vietnam Co., Ltd., with an installed capacity of 55 MW including 9 turbines, a column height of 130 - 140 meters, and a blade diameter of 171 - 182 meters. The project is expected to operate for 50 years, with an annual electricity output of 126,340 MWh, a survey area of ​​1,524 hectares, and a total investment of VND 2,108.5 billion.

Many investors are still interested in wind power.

The People's Committee of Bac Ninh province requested the Ministries to comment before September 15, 2025 on the project's conformity with relevant planning. ENERTRAG SE (Germany) is an international renewable energy group, which has developed 1.8 GW of capacity, managed and operated more than 6.2 GW and pioneered investment in global green hydrogen projects.

In Vietnam, ENERTRAG established a 100% owned company in 2020, developing Bac Giang 1 and 2 wind power projects. According to the VIII power plan, Bac Ninh will develop wind power with a total capacity of about 800 MW by 2050, of which about 500 MW by 2030.
