Ms. Ta Thi Minh Thu, Head of Inspection and Legal Affairs Department, Ho Chi Minh City Department of Education and Training, said that in the 2025-2026 school year, the legal inspection work of the city's education sector will focus on 7 key tasks with many implementation solutions.
Specifically, this work includes strengthening inspection and supervision; promptly handling, preventing violations, and sanctioning administrative violations in accordance with regulations.
In addition, the city's Education sector will improve the quality of legal work; Promote citizen reception, settlement of complaints, denunciations, reflections and recommendations; Strictly implement the work of preventing and combating corruption and negativity.
This sector also enhances the application of information technology, promotes digital transformation in management and operation; strengthens capacity, improves organization and enhances connectivity between the three areas after the merger.
According to Ms. Thu, during the school year, the Department of Education and Training of Ho Chi Minh City will strengthen coordination with the Department of Justice, Department of Home Affairs, Department of Finance, People's Committees of communes, wards, and special zones in inspections related to legality, finance, human resources, and financial discipline.
At the same time, training will be organized to foster skills in receiving citizens, classifying applications, and handling procedures for educational institutions; applying software to monitor and process applications, etc.
In the 2024-2025 school year, the city has 5,680 educational institutions. During the school year, the Department conducted 24 inspections and checks at 73 units; issued 18 decisions on administrative sanctions in the field of education with a total fine of more than 325 million VND, mainly at non-public educational institutions, for violations of regulations on organizing activities without a license to operate education, and enrollment work that is not in accordance with regulations.
Also during the school year, the Department Inspectorate received 680 petitions, including: 21 complaints, 111 denunciations, 548 reflections and recommendations; and advised on settlement in accordance with regulations.

Mr. Duong Tri Dung, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said: From July 1, 2025, the inspection activities of departments and branches have ended, opening a new phase of inspection and legal work. The Inspection and Legal Department of the Department of Education and Training of Ho Chi Minh City was also established from that time.
Inspection and legal work not only inherits previous inspection activities but also expands new tasks, with new implementation methods, to meet the increasingly high requirements of the education sector.
The Department of Education and Training of Ho Chi Minh City has organized training courses on legal inspection work in three areas: Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau (old).
The Deputy Director of the Department of Education and Training of Ho Chi Minh City requested the Inspection and Legal Affairs Department to continue organizing training courses for management staff and those directly involved in legal inspection work at schools, in many flexible forms.
The goal is to ensure the dissemination, deployment and updating of knowledge and implementation requirements in accordance with the realities of each unit and locality.
"The People's Committees of communes, wards and special zones must become bridges, provide advice and ensure resources to help affiliated educational institutions effectively implement educational policies and strategies, contributing to the development of the education sector," said Mr. Dung.
