80% of public services have been completely processed in the digital environment.

On the morning of October 21, the Ministry of Science and Technology organized the Program to Welcome National Digital Transformation Day 2025 with the theme: "Digital transformation: Faster - more effective - closer to the people".

Deputy Minister of Science and Technology Vu Hai Quan said: According to the plan, the digital transformation day was scheduled to be held on October 10, the National Digital Transformation Day. However, in recent days, the whole country has turned its attention to the people of the Northern and North Central provinces who have just suffered heavy losses caused by storms No. 10 and No. 11, focusing resources on supporting people in storm and flood areas. Therefore, the program was postponed to October 21.

“Every year, we choose a theme for National Digital Transformation Day. If the first years were about “awareness”, “foundation”, and “data”, by 2025, we will go into depth and substance. This year’s theme is: “Comprehensive, all-people digital transformation to accelerate and break through the development of the digital economy ”, said Deputy Minister Vu Hai Quan.

After 5 years of digital transformation, Vietnam has passed the start-up phase. Digital transformation has spread, entered all aspects of people's lives, applied in every family from the most familiar platforms such as VneID, to calls, Zalo messages, initial online public services... Digital transformation has to accelerate, must be optimized to aim for the ultimate goal of serving the people, economic growth, increasing labor productivity and solving major national goals.

Some important results of the digital transformation program are recorded as: Digital government with 80% of public services completely processed in the digital environment; digital economy accounts for nearly 20% of GDP; digital society with 100 million digital citizens has been formed; digital technology has been and is being popularized to every village and every household.

Many national digital platforms and basic digital services have been put into use. These include the Government's online meeting system, the National Population Database, the Land Database, the National Public Service Portal, etc. In particular, the electronic identification and authentication infrastructure has been established, creating a foundation for people to conduct safe and convenient electronic transactions in the future.

“Institutions and policies on digital transformation are increasingly being improved, demonstrating the highest determination of the entire political system. From Resolution No. 57-NQ/TW of the Politburo to the Government's implementing directives, digital transformation programs and plans of ministries, branches, localities and the Digital Transformation Law currently being developed, all aim to create a solid legal corridor for the comprehensive digitalization process. The above results show that the foundation for national digital transformation has basically been formed. From infrastructure, services to institutions, we are ready to enter a new phase with higher determination and more drastic actions. However, there is still much work to be done on the road ahead for digital transformation to truly have a clear impact on socio-economic development and people's lives,” said Deputy Minister Vu Hai Quan.

2025 is a pivotal year, ending 5 years of implementing National Digital Transformation and opening Phase 2 (2026-2030). The new phase must focus on substance, creating real impacts on the socio-economy, instead of just stopping at intermediate results.

To mark this transformation, phase 2 will focus on 5 fundamental transformations including: From digital awareness to digital capacity, equipping people and officials with practical digital skills, working capacity and data exploitation; from online public services to smart government, moving towards a government that operates and makes decisions based on big data analysis; from digital enterprises to digital economy, aiming for a digital economy of 30%; from people using to people owning, empowering people to own their digital identity, personal data and digital accounts; from digital data to open data, ready to share, open data safely to activate creativity, especially in the field of artificial intelligence (AI).

At the program, the Ministry of Science and Technology also honored collectives and individuals with good, proactive, creative and decisive ways of doing things in the national digital transformation process, recognizing their intellectual and dedicated contributions to the country's digital transformation process. At the same time, the results of the Digital Transformation Index (DTI) ranking in 2024 of provinces and centrally run cities were announced. The annual DTI index is considered an important basis reflecting the level of readiness and effectiveness of digital transformation implementation nationwide.
