Many risks of natural disasters

Ba Vi was established from the communes of Ba Vi, Khanh Thuong, Minh Quang of the old Ba Vi district, where ethnic minorities live. The commune has 10 villages bordering the Da River, often facing the risk of flooding, landslides, and flash floods; many villages bordering hills and mountains are also at risk of landslides after heavy rains. The Minh Khanh dike, more than 11km long, passing through the commune is always considered a key point in need of protection.
Head of Dyke Management Division No. 1 Nguyen Cong Cuong said that the mainstream of the Da River often approaches the embankment, with a high risk of incidents occurring during heavy rains and floods. “There may be landslides, seepage, extrusion, and aeration. If not handled right from the first hour, the consequences will be unpredictable. Therefore, patrolling, guarding, detecting and handling dike incidents on-site right from the first hour must be strictly maintained,” Mr. Nguyen Cong Cuong emphasized.
According to Do Tien Dung, Head of the Ba Vi Commune Economic Department, along with investment in construction, the decisive factor is still community awareness. “Many households are still subjective, have not prepared necessary materials and means, and their skills in detecting and handling initial incidents are limited. The commune has identified the focus as propaganda and training so that every citizen knows how to proactively prevent and respond,” Mr. Do Tien Dung affirmed.
Real-life situations
On the morning of September 10, the Hanoi Department of Irrigation and Natural Disaster Prevention and Control coordinated with the People's Committee of Ba Vi commune to organize a drill to practice handling a number of situations in natural disaster prevention and control. The program is part of the project "Raising community awareness and community-based disaster risk management in Hanoi". The hypothetical scenario is that due to the impact of storm No. 7, causing prolonged heavy rain, the water level of the Da River exceeds alert level III, threatening the safety of the Minh Khanh dike.
The Party Committee, the People's Committee, and the Civil Defense Command of Ba Vi commune held an urgent meeting to thoroughly grasp the "4 on-the-spot" motto and immediately deploy forces to the scene. The drill scenarios included: issuing warnings via the public address system; patrolling and guarding the dike; detecting and handling the risk of water overflow, dike collapse, seepage, and being ready to evacuate households in vulnerable areas. The simulated incidents were handled properly, ensuring safety.
As one of nearly 200 people participating in the drill, Ms. Dinh Thi Nhuong (Xuan Tho village) shared: “Through the drill, I learned how to detect unusual signs on the dike body, learned the skills to report promptly and handle initial incidents. When the rainy and stormy season comes, we feel more secure.”
Similarly, Head of Xuan Tho village Do Anh Tuan hopes that all levels and sectors of the city will increase investment in disaster prevention and control projects in the area, organize many drills to help people gain more skills...
Vice Chairman of Ba Vi Commune People's Committee Ta Van Thang said: "Through the drill, the commune has gained a lot of experience in command, force assignment, and preparation of materials and means. This is the basis for the commune to continue to perfect its disaster prevention plan in the area to be more realistic. Ba Vi Commune hopes that the Irrigation and Disaster Prevention and Control Sub-Department will continue to organize many drills to handle many situations to raise awareness and skills for the community...".

Evaluating the drill, Deputy Chief of the Office of the City Civil Defense Command, Deputy Head of the Hanoi Irrigation and Disaster Prevention and Control Sub-Department Tran Thanh Man emphasized: "The drill situations are very close to reality. I suggest that Ba Vi commune summarize and draw experience from the drill to continue to supplement and adjust the plan, considering this a necessary preparation step for practical response in the coming time."
Practice shows that the community is the first line of defense against natural disasters. When each person has knowledge, skills and a sense of responsibility, the response will be more effective and damage will be significantly reduced. From the results of the exercise, Ba Vi commune continues to affirm the right direction in connecting the government and the community, building a safe area against natural disasters.
