On the morning of September 30, at the Bac Ninh Provincial Convention Center, the Bac Ninh Provincial Party Committee opened the 1st Provincial Party Congress for the 2025-2030 term with the participation of 449 delegates, representing more than 156,000 Party members in the province.

Speaking at the congress, Mr. Nguyen Duy Ngoc pointed out 5 tasks and breakthrough solutions that Bac Ninh needs to focus on implementing. In particular, Mr. Nguyen Duy Ngoc noted promoting the spirit of solidarity and unity in the collective; valuing personnel work, correctly assessing and assigning the right people to the right jobs; improving the quality of the staff, especially leaders and managers at all levels and heads of agencies, units and localities who are equal to the tasks, have heart, vision, aspiration to contribute, dare to think, dare to do, dare to take responsibility for the common good.

"Once we build a team of party members with the same qualities and enthusiasm as in the old resistance war, and with formal and professional training as in today's peacetime , any task can be completed and any difficulty can be overcome," said Mr. Nguyen Duy Ngoc.

With the unique feature of being a province newly merged from two provinces, Mr. Nguyen Duy Ngoc requested Bac Ninh to be extremely careful and absolutely not allow disunity and discrimination between officials of "this province, that province" to occur.

It is necessary to strengthen education and training in revolutionary ethics, enhance "Party spirit" for cadres and party members, arouse the awareness of self-cultivation, training, and constantly improve professional qualifications; strengthen self-criticism and criticism seriously, frankly, honestly, and receptively; uphold discipline, strengthen prevention and fight against corruption, waste, and negativity, and strictly handle cases of degradation and degeneration.

Strengthen inspection, examination and supervision work, shift the focus to regular supervision, proactively prevent violations early and from afar; do not let small violations accumulate into large violations.

Continue to strictly implement the policy of commune-level secretaries not being local people. The Central Committee will arrange 100% of provincial party secretaries not to be local people and will continue to implement the policy of arranging a number of related positions not to be local people. Mr. Nguyen Duy Ngoc requested Bac Ninh to focus on leading and directing to improve the operational efficiency of local governments at two levels, especially enhancing the comprehensive capacity of the commune level to ensure smooth and effective service to the people and businesses.

"In the immediate future, complete the arrangement and assignment of sufficient professional staff for the commune level and completely complete the payment of regimes and policies for retired and resigned officials before October 15, 2025 according to the Conclusion of the Politburo," the Head of the Central Inspection Commission requested.

Regarding the new Secretary of the Bac Ninh Provincial Party Committee Nguyen Hong Thai, Mr. Nguyen Duy Ngoc assessed that Mr. Thai is a cadre with basic training, matured from the army, has held command, leadership and management positions in localities, military regions and central agencies; has practical experience in political work, ideology, Party building, and state management.

Mr. Nguyen Duy Ngoc suggested that the new Secretary of the Bac Ninh Provincial Party Committee quickly get to work; promote a sense of responsibility, affirm his mettle, intelligence and dedication, dare to think, dare to do, dare to take responsibility for the common interest, lead and direct the successful implementation of the Resolution of the 1st Bac Ninh Provincial Party Congress, term 2025 - 2030.
