Firstly, thoroughly grasp Ho Chi Minh's diplomatic thought and our Party's viewpoint on combining national strength with the strength of the times, valuing and promoting the role of international solidarity and people's patriotic sentiment. It is necessary to continue raising awareness throughout society about the role and importance of people's patriotic sentiment. In the current complex international environment, when subjects and partners are intertwined, both fighting and cooperating on the basis of interests, people's patriotic sentiment with its own advantages, flexibility, suppleness, and the ability to approach and establish extensive relations with subjects, plays an even more important role. The People's Army needs to play a good role as a bridge of friendship, actively convey the message that Vietnam loves peace , respects international law, and makes increasingly important contributions to the common struggle of the world's people for peace, cooperation and sustainable development, thereby building a positive and favorable social foundation for promoting friendly relations and cooperation with other countries, gaining the support of the world's people, contributing to protecting the Fatherland early and from afar and successfully implementing the country's strategic goals, especially the two 100-year goals identified in the Resolution of the 13th National Congress.

Second, ensure the Party's comprehensive leadership in the process of strategic orientation and organization of implementation of foreign affairs pillars, while promoting the proactive role and creativity of the People's Army according to the motto "Proactive, flexible, creative, effective" with the common goal of ensuring the highest national interests. The People's Army needs to consolidate, expand, and improve the operational efficiency of the international network of friends, promote solidarity, friendship and people-to-people cooperation in depth, substance and effectiveness to maintain a peaceful and stable environment, mobilize resources in terms of capital, knowledge and technology to realize the country's sustainable development goals, and at the same time make the cause of protecting, building and developing our country a part of the cause of building and protecting peace, stability and sustainable development of the world .

Third, the connection, smooth and smooth coordination between the pillars, foreign channels and people's organizations. It is necessary to strengthen coordination in all stages, from research, consulting, policy making to implementing foreign policies and activities in bilateral and multilateral diplomatic forums, in all fields of politics, economics, culture, international law, foreign information, environment, human rights, etc. to create the combined strength of new-age diplomacy, "closely linking foreign affairs with the people's hearts" as directed by General Secretary To Lam, so that foreign affairs can better promote its pioneering role in creating and maintaining a peaceful and stable environment, contributing to protecting the Fatherland from early on, from afar, mobilizing external resources to serve development, enhancing the position and prestige of the country.

Fourth, pay attention to and invest resources in building the People's Armed Forces. It is necessary to build a team of cadres working in People's Armed Forces with good moral qualities, political courage, professional skills, good digital and foreign language skills, and dynamically adapting to a world that is changing rapidly. Strengthen the application of information technology and artificial intelligence, organize many activities such as people's forums, cultural, artistic and sports exchanges, volunteer activities, build media products, exploit the strengths of social networks and digital media with the participation of leaders, personalities, intellectuals, artists, famous and influential people... to enrich and increase the attractiveness of People's Armed Forces activities. Mobilize the participation of all classes of people and the Vietnamese community abroad, attract young people, students, especially those who have worked and studied in other countries, to become the core of friendship organizations, connect with international friends so that every Vietnamese citizen is a "people's ambassador".

In my opinion, we need to continue to promote the lesson of combining national strength with the strength of the times. This is a lesson that has been learned throughout all stages of the Vietnamese revolution, and is now even more necessary for a small country like Vietnam that is integrating into a world that is evolving very complicatedly. The next lesson is to ensure the unity of the Vietnamese people's movement in foreign relations and activities. Vietnamese people's organizations need to have a unified division of labor and coordination when participating in international organizations and multilateral forums, absolutely avoiding being dispersed, divided, and pluralized.
