According to the report of Bac Ai district, the whole district currently has 8,407 households with 34,998 people living in 38 villages in 9 communes. Of which, ethnic minorities have 6,885 households with 30,237 people, accounting for 81.89% of the population, mainly Raglay ethnic people. In 2024, Bac Ai district was allocated 183,983 million VND from the National Target Program 1719 invested by the central budget, of which the investment capital is 77,816 million VND, and the career capital is 106,167 million VND. Up to now, the whole district has disbursed 58,452 million VND in investment capital, reaching over 75% of the allocated capital; the career capital disbursed 49,458 million VND, reaching 46.58% of the allocated capital. Bac Ai strives to complete the disbursement of allocated capital for National Target Program 1719 in 2024.
The investment resources of the Program for 10 Projects are used for the right purposes and beneficiaries, making an important contribution to improving the lives of the poor in ethnic minority areas, and the appearance of rural mountainous areas is increasingly improving. By the end of 2024, the average income per capita will reach 26.7 million VND/year; the poverty rate will decrease by 7.71%, the number of poor households is currently 20.74%; 100% of communes and villages have solid roads, meeting the new rural criteria; 100% of schools, classrooms and medical stations are solidly built; jobs are created for more than 1,300 workers; 17 workers participate in fixed-term labor contracts abroad. The fine traditional cultural identities of ethnic minorities are preserved and promoted; 100% of villages have community houses; 100% of villages have art troupes. The number of households using national grid electricity reached 99.7%; using hygienic water reached 94.9%...
After listening to the report of Bac Ai District People's Committee and the opinions of specialized departments and branches, concluding the supervision session, Mr. Bach Van Duong, Deputy Head of the Ethnic Minorities Committee of Ninh Thuan province acknowledged and highly appreciated the efforts of the local government in disbursing capital for the National Target Program 1719. Mr. Duong requested that Bac Ai District People's Committee determine the capital disbursement until December 31, 2024 and have a detailed report on investment items. The district needs to specifically report on difficulties in disbursing capital allocated to projects implemented in the district and make recommendations to superiors to remove difficulties to continue to perform well the tasks in 2025 and the following years. At the same time, the District People's Committee has a specific assessment of the effectiveness of the National Target Program 1719 deployed in Bac Ai as a basis for implementation in the period 2026-2030.
