Hai Duong Provincial People's Committee proposed to collect fees for using roads and sidewalks on walking streets, the highest is 70,000 VND/m2.

At the 23rd session of the 17th Hai Duong Provincial People's Council, scheduled to open on the morning of July 11, the Provincial People's Committee submitted a document on the issuance of a resolution amending and supplementing a number of contents on collection levels, collection, payment, management and use of a number of fees and charges.

According to the proposal, the People's Committee of Hai Duong province proposed to regulate the fee for temporary use of roads and sidewalks for business purposes in walking streets and night markets.

The highest fee for stalls using the road is 70,000 VND/m2/month. The highest fee for stalls using the sidewalk in front of agencies and offices is 50,000 VND/m2/month. The highest fee for stalls using the sidewalk in front of households is 30,000 VND/m2/month.

Subjects required to pay fees are organizations and individuals who temporarily use the roadway or sidewalk to do business in the walking street or night market during the walking street's operating hours and are permitted by the competent authority according to the planning.

100% of the collected amount is left to the collecting unit. The units implementing the fee collection are the People's Committees of districts, towns, cities and the People's Committees of communes, wards and towns assigned to organize the fee collection. These units are responsible for collecting and using the fee revenue according to the provisions of the law on the state budget.

In addition, the submission of the People's Committee of Hai Duong province also proposed to adjust the fee for birth registration, death registration, confirmation and recording of other household registration events in the household register or other household registration at the People's Committee at the commune level to 5,000 VND/time (the old fee was 2,500 VND/time).
