The Provincial People's Council's Culture and Social Committee works with the Department of Culture, Sports and Tourism

This morning, November 27, the Culture - Society Committee of the People's Council of Quang Tri province worked with the Department of Culture, Sports and Tourism to listen to the report on the content of 3 submissions in preparation for the 28th session of the 8th Provincial People's Council. Accordingly, the draft resolution on naming roads and bridges, adjusting the starting and ending points of a number of routes in Dong Ha City, including: naming 40 routes in Wards 2, 3, 5, Dong Luong, Dong Le and Dong Thanh and 5 bridges.

The draft resolution stipulates the level of financial support for the construction and implementation of village and residential community covenants and regulations in the province. The level of support for the construction and implementation of recognized village and residential community covenants and regulations is at least 2 million VND/village, residential group/time; the level of support for the implementation of recognized village and residential community covenants and regulations is at least 1 million VND/village, residential group/year.

The draft resolution stipulates the contents, expenditure levels, awards and expenditure levels to support the organization of literary and artistic awards, competitions, contests, performances, festivals in the field of culture and art, festivals, celebrations, events serving political tasks in the province, including expenditure levels for the Che Lan Vien Literature and Art Award of Quang Tri province, provincial literary and art awards, and competitions in the field of culture and art.

Speaking at the meeting, Head of the Provincial People's Council's Culture and Social Affairs Committee Ho Thi Thu Hang emphasized that the renaming of roads and bridges in Dong Ha City is in accordance with State regulations and meets the economic and cultural transaction needs of the local people. Therefore, the issuance of this resolution is necessary, and the Culture and Social Affairs Committee agrees with the proposal.

Regarding the content of adjusting the starting and ending points of 5 routes, it is recommended that the Department of Culture, Sports and Tourism coordinate with the People's Committee of Dong Ha City to include this content in the draft resolution on naming roads.

The Committee for Culture and Society agrees with the content of the level of support for building and implementing village covenants and conventions once recognized to create a legal basis for localities to implement in order to support and encourage the community to maintain and implement well the cultural features of villages and communes.

Regarding the proposal to regulate the contents, expenditure levels, awards and expenditure levels to support the organization of literary and artistic awards, competitions, contests, performances, festivals in the field of culture, arts, festivals, celebrations, events serving political tasks in the province, this is a specific field under the management of the Department of Culture, Sports and Tourism and has been implemented for many years. However, during the implementation process, there has not been a legal document as a basis for expenditure levels to ensure state management, so the Department of Culture and Social Affairs agrees with the contents of the proposal.

The Department of Culture, Sports and Tourism is requested to fully absorb the opinions of the delegates to advise the Provincial People's Committee to complete the dossier and documents to submit to the Provincial People's Council meeting.
