Hanoi Major General Le Xuan Duc, Deputy Director of the Traffic Police Department, said the first auction of car license plates is expected to take place from August 15 to 20.
The auction took place after the appraisal process was completed, a number of license plates from 63 provinces and cities were posted online for people to choose from. The Traffic Police Department is selecting a capable organization and signing a contract with the auction unit.
It is expected that about 100,000 license plates will be issued each quarter. People can participate in the auction in all localities across the country. Each session will have many auctions with a certain number of plates, depending on the market and people's needs.

Previously, on June 26, the Government issued a Decree detailing a number of articles on the pilot auction of car license plates. The Minister of Public Security decides the number of car license plates to be auctioned at each session, including license plates of provinces and cities, the series symbols are letters from A to Z with white background, black letters and numbers. These plates have not been registered, are expected to be newly issued, and are in the vehicle registration and management system of the Ministry of Public Security.
The Ministry of Public Security signs a contract with an asset auction organization to auction license plates. The list of license plates to be auctioned is made public 30 days before the auction. Registration and organization of the auction are carried out online. Participants are given an access account, instructions on how to use the account, and how to bid. Citizens pay the application fee and deposit for the selected license plate to the auction organization's account, then are given a participation code.
The auction of car license plates began in 1993, when Hai Phong City Police reported to the Ministry of Public Security to request permission to grant a mechanism for the right to use license plates and collect fees. By 2018, police in some localities such as Nghe An, Binh Duong, Son La, Ba Ria Vung Tau also proposed to the Ministry of Public Security to study a mechanism for auctioning license plates.
In 2021, after many discussions, the Ministry of Finance asked the Prime Minister for permission to stop researching the auction of license plates due to insufficient legal basis. In November 2022, the National Assembly passed a Resolution on piloting the auction of license plates, which stipulated the starting price and deposit of a license plate to be auctioned at 40 million VND, with a step price of 5 million VND.
